It seems to me that in this context a comparison is being made between the general living conditions in richer and poorer communities. The amenities available to people living in affluent communities - as opposed to those in poorer neighborhoods.

If the poorer areas are congested and therefore subject to high pollution, the public amenities badly maintained and therefore dangerous, if there are factories or chemical plants in or near to housing areas producing toxic waste, etc.etc., then these *detrimental conditions* constitute *disamenities* . Such conditions - small wonder - exist predominantly in poorer neighborhoods.
