'Turning violence inside-out' is obviously part of the process, I would say, but maybe more abstract than the actual redirection of violence.

Asker: I was initially confused by the order of the words and thought, like you, that the phrase implies self-directed violene. But this is not the case from the context, so the more obvious meaning of retaliation has to be correct.
