Weirdly, I was reading an article on-line about this earlier this evening. Reference is below - you should find it helpful, if it is what your text is referring to.
My solution is a bit clumsy but I couldn't come up with anything better. You could also use the word 'disclosure', or introduce the notion of 'regulations' or 'requirements', e.g. 'statutory threshold disclosure requirements' or something.

: My reservation is that in a context of downgrading, are the thresholds ones that companies (?) are supposed to stay OVER, so they've crossed them in a downwards direction, so not really "exceeded"? Maybe just "breached"?
