Dutch term
echte middelen
Dutch to English
Bus/Financial
Human Resources
As in: "De echte middelen van de GemOR worden gevormd door twee specifieke rechten, namelijk het recht op advies en het instemmingsrecht."
Actually, I could use help with the entire sentence.
"The [true resources/ power] of the GemOR are based on/ stem from two specific rights, namely the right to advice and the right of approval/ to vote?" ???
Obviously, "legal" gobbledegook* is NOT my forte. (* Pompous official jargon--from which god save us.)

Note from asker:
Thanks to everyone. I decided to go with "actual powers" since the link given by Moira uses "powers" in similar contexts, and thinking of "powers" in terms of ability, potential, etc.. Trecht op advies en het instemmingsrecht |
Oi. I accidentally hit "add note" before I was finished. Please disregard the last "sentence" in the note above. Thanks, Jarry. |
Thanks, Jarry. |

: real resources OK, but OR should really be translated (works council). Adviesrecht usually right to prior consultation/instemmingsrecht: right of consent http://www.eurofound.eu.int/emire/NETHERLANDS/WORKSCOUNCIL-N... That's 3 questions!

: I would use 'powers' instead of resources (and translate GemOR). Note added: I would not interpret powers quite so narrowly but rather as 'means at one's disposal'. Come to think of it, that might be the best translation.

Thank you. However, works councils don't have real 'powers', which is why 'macht' or 'bevoegdheid' is not used in the Dutch text.

real strength(s)
I wouldn't necessarily go too literal here, i.e.
... The real strength(s) of gemOR lies (or is provided by) with two specific rights, etc.
- real / true means, resources, remedies, etc. don't seem to work imho! :-)

: ORs are in fact paper tigers; they have no real powers or strengths.-//-They are indeed, but in this case they can only be exercised by expressing an opinion on or approving a management proposal. The OR cannot stop a proposal from being implemented.

Fair enough - but surely "resources / remedies" are strengths too? :-)

true instruments
a bit out of left field, assuming 'middel' is to be understood in the sense of 'hulpmiddel'

real assets
The Collective Enterprise Council's real assets consist of two rights, namely the right to obtain advice and the right of consent. Just another thought to consider.
