I usually translate "verplichtet sich" as agrees, but I can't think of way to include all the elements here without sounding archaic or too familiar:

- A promises B to attain..
- A pledges to B to attain
- A is under an obligation to B to attain
- A is bound to B to attain (sounds like Siamese twins)


Any handy-dandy solutions would be appreciated.
