Paul is probably right, but it is increasingly more frequent to see sinergie used in Italian as a euphemism for straight redundancies and staff cuts. If this is the case from the context...

: it is also a euphemism in English...and frequently the Italians are even using "right sizing" (in English) when they want to be more direct about the exact cost savings envisaged
