in inglese va molto "di moda" questa parola per la quale non ho ancora trovato una traduzione soddisfacente in italiano (anche grazie alla sua vaghezza). Viene utilizzata in "governalese" o "statalese" (and in Parliament, where I worked for 14 years) proprio per indicare le parti sociali che hanno interesse ad una decisione, ad un progetto, investimento ecc.

volevo commentare il giusto commento di Giovanni ma non entrava nella riga.
Le parti sociali sono proprio quelle che in inglese si chiamano i vari stakeholders in un processo decisionale o di consultazione.
Ho fatto vari giri in rete e le parti sociali mi sembrano includere anche qualcosa in più dei tradizionali sindacati e datori di lavoro, come associazioni di categoria, enti locali ecc.
Vedi ad esempio una citazione:
I nuovi Centri per l'Impiego agiranno nell'ambito di linee operative stabilite da un organo di concertazione con le parti sociali: la Commissione Provinciale Tripartita.
Alla Commissione partecipano i rappresentanti della Provincia, dei Comuni, delle organizzazioni sindacali e delle forze imprenditoriali.
I compiti principali della Commissione sono la programmazione a livello provinciale delle politiche attive del lavoro e della formazione professionale e la definizione delle iniziative che i Centri dovranno attivare al fine di favore l'incontro tra domanda e offerta di lavoro.

Con stakeholder si intendono proprio i vari soggetti economici e sociali coinvolti.
Se traduciamo social partners davvero non si capisce credo cosa si voglia dire; social in inglese è più vicino all'accezione di "social worker" che non di sociale nel senso di "polis" di società civile, almeno credo.
