These two terms are used interchangeably. They mean the same thing. Also, depending on your full context (very little here) you could also refer to "governmental agencies"

See excerpt from Granada - Spanish/English Dictionary. I didn't not find the term in a Portuguese dictionary, but in this case they are synonymous in Portuguese and Spanish.

Then, in this case I would just go with the literal translation, "public power"......if you google it you'll see plenty of examples. Good Luck!
