A importância desta figura de plano é de realçar, dado ser no seu âmbito que é especificamente determinada a forma da cidade, dimensão que está ausente nas restantes figuras de plano de nível hierárquico superior. 69) PLANO DIRECTOR MUNICIPAL - Abrange todo o território municipal, fixa os grandes objectivos do município em termos de ordenamento territorial, programa as infra-estruturas principais (vias, saneamento, etc.) estabelece o zonamento de acordo com as classes de uso do solo estabelecidas no decreto-lei n.º 69/90; define, em consequência, os perímetros urbanos (o conjunto dos espaços urbanos e urbanizáveis e as envolventes com estes imediatamente relacionadas) e as áreas afectadas à RAN (Reserva agrícola Nacional) e à REN (Reserva Ecológica Nacional). Todos os Municípios já lançaram o processo de realização do seu PDM (Plano Director Municipal).
