... as oposed to, say, publish as a decree or decree law or "portaria" or whatever. Meaning that if it is not included in a law it is not worth the paper it is written on.
Not very good Portuguese either, since you do not "baixar" as a law. "Baixar" is usually reserved for portarias, for software and for spirits. We are not dealing with candomblé here, I suppose.
