This is from a property registry for a timeshare apartment of which the person who is buying owns 1/52 (1 week) of a vacation property. There is an apartment building and a larger apartment complex (wich is what the second half is referring to). I am pretty sure the place has already been built, but there is a slim chance that this is not the case.

This is my guess, based on the use of the word "fase" in an "edicto" published by law court in the BOE: http://www.boe.es/boe/dias/1999/09/07/pdfs/B12017-12022.pdf.
I don't know what the equivalent term might be in English, whence my proposal of a number of possible renderings.
