I found a few references, which I hope will explain the ciclo situation, at least in Spain. Perhaps it would be better to call this first stage rather than first cycle.

The first cycle of university studies (short term courses), which is taken in Escuelas Técnicas Superiores, Escuelas Universitarias and Facultades lasts for three years and leads to the Diplomado, Ingeniero Técnico or Arquitecto Técnico degrees. These courses lead to long term courses.

The courses of study leading to Licenciado, Ingeniero and Arquitecto degrees consist of first cycle and second cycle studies (long term studies) but a degree is awarded only when the studies of both cycles have been completed successfully. The Ingeniero and Arquitecto degrees are awarded following an end-of-course project (proyecto fin de carrera). Medical studies last for 6 years but Odontology and Veterinary studies last for five years. These long term courses are taken at Facultades and Escuelas Técnicas Superiores. The former offer courses in Humanities and Science and the latter offer courses in Technology, Engineering and Architecture.

Another postgraduate degree, although it is not officially recognized (TÃ-tulo propio del Centro) is the "master's" or maestrÃ-a degree, awarded after 1 or 2 years of further study.

Access to Higher Education
Holders of the COU Certificate are qualified for admission to university in Spain, which effectively means that they can attempt the entrance examination (Selectividad), a group of six tests, set jointly by the universities of each autonomous community. The final mark for university entry is made up of 50% from the Selectividad and 50% from the last four years at school. In future the level of achievement in the Título de Bachillerato-LOGSE and the Selectividad will be prerequisites to university entry. A series of 'first cycle' degrees, clearly vocational in nature, may be completed in three years of study but four or five years of study to complete a bachelor's, architect's or engineer's degree remains a more common duration.

Válido si el primer ciclo tiene un año escolar de duración. (Si hay dos cursos de asignaturas cada ciclo, se puede sustituir "term" por "semester".)

Si el ciclo dura menos de un año, yo diría "First Level" en vez de "First Year." "Cycle" no me suena en inglés.
