La zona central està ocupada pels països d’arrel consocional: la regió belga de Flandes, els Països Baixos i, ***lleument escorada***, Àustria. En tots tres casos, el govern local mostra un alt grau de col.legiabilitat en la seva estructura institucional, visible tant en la relació interorgànica, com en el sistema utilitzat per l’atribució dels regidors. La principal diferència amb Àustria és el grau de col·legialitat en la presa de decisions executives.

I'm trying to find the best way of translating 'escorada' in this context.

I'd be very grateful for any suggestions! This is from a text discussing different forms of local government in Europe.

I think the writer is tyring to imply a loose connection with Austria (via the similiarity of their systems). Without more context it is difficult to judge whether the author is bunching these geographically separate countries into an association of his or her making, or referring to an existing cooperation agreement.
