This is a special lane built on some highways so that drives can stop for a brief rest or for emergencies without having to exit from the highway.

갓길

It is a proper noun, a sort of compound noun.
"갓 [gʌt]" means margin, border, edge or side. (The pronunciation is very similar to "got".)
"길 [gil]" means road, street, or lane.

But the Road Traffic Authority of Korea uses "shoulder of the highway" rather than "pullover lane".

Yes, it is. But, in Korea, there is no difference between them as far as I know. It is long or short shoulder.

Thank you very much, however the difference between the shoulder and pullover lane is that the pullover lane is a short stretch of shoulder paved the same way as the highway and it is as wide as the width of an average truck.
