This is a Belgian text and I have never come across this combination, and "eigendomvruchtgebruik" is also not to be found on Google, though it is identifiable as property usufruct.

I, too, am unfamiliar with this term in a legal sense, but since you ask for ideas, I imagine that the term describes an 'ownership' that simply entitles the holder to 'usufruct', but does not confer any property possession (or disposal) rights beyond this.

Re the discussion above - if property ownership has two dimensions 1) legal title to a property and 2) usufruct - entitlement to use of the property, the expression 'naakte eigendomvruchtgebruik' would refer to the second right without actual title to the property. I know that in France such arrangements are quite common.
