What is the ‘Beschikkingsperiode’ in the context of a bank facility?
My text is an offer/proposal made by a bank and includes all types of facilities (Loan facility/Guarantee facility/Facility for financing work capital, etc.)
This term appears specifically under Stand-by facility and it is defined as:
De periode gelegen tussen datum van ondertekening van de overeenkomst tot
één maand voorafgaande aan de Einddatum.

My fin. lexicon says: beschikken (opnemen van een rekening)=to draw (on an account). I see your point though. //but Dave's point is better still

The period in which the facility ‘is available to’/’at the disposal of’ the customer (hij heeft de beschikking erover).
Presumably they want to stop the customer from using it one month before the end of the contract so that any outstanding amounts can be repaid within the contract period.

: all facilities given in question involve "drawing" of some sort - e.g. one uses or draws on a guarantee, overdraws on a currrent account, draws down on a loan/working capital loan, etc. thus your note to C195's answer seems inappropriate

Commitment period
Section 1.7 "Commitment Period" shall mean the period commencing on the earlier to occur of (i) the Effective Date or (ii) such earlier date as the Company and the Investor may mutually agree in writing, and expiring on the earliest to occur of (x) the date on which the Investors shall have purchased Put Shares pursuant to this Agreement for an aggregate Purchase Price of $15,000,000, (y) the date this Agreement is terminated pursuant to Section 2.5, or (z) the date occurring thirty-six (36) months from the date of commencement of the Commitment Period.

B. The Borrowers, the Administrative Agent and the Lenders desire to amend the Credit Agreement to modify the definition of "Term Loan Commitment Period" as more fully set forth herein.
1. Amendment to Definition of "Term Loan Commitment Period." The definition of "Term Loan Commitment Period" contained in Section 1.01 of the Credit Agreement is hereby amended and restated in its entirety as follows:
"Term Loan Commitment Period" means the period from and including the Closing Date through and including the date that is 240 days after the Closing Date.
