The whole sentence is: "Das Rechenwerk der Staatsforstbetriebe wird nach dem Prinzip der Kameralistik gefuehrt." This section of a report is supposed to demonstrate why the way the state forest enterprises keep their books might pose a problem for future cooperation with them. "nach dem Prinzip der Kameralistik" is seen as not as good/reliable as "double-entry bookkeeping".
