"Anstrichvorschrift für die Beschichtung von 'ABC' in farbneutraler Ausführung im dekorativen Außenbereich"

On its own, I would have thought that "farbneutrale Ausführung" may be "with a neutral colour" (i.e. primer) but "farbneutrale Ausführung im dekorativen Außenbereich" seems somehow contradictory. Might it be "with colorless varnish" or something along those lines?

Reference information:
I designed the buses and light rails for Mannheim and Rhein-Haardt - the designs and patterns were identical, but I used blueish-green for Mannheim and shades of red for Rhein-Haardt. The thingies were delivered piece by piece from northern Germany and were painted in their respective facilities.

neutral  Ken Cox: could this mean the base finish (not the primer) -- i.e. before the individual livery is applied?\Maybe they just wanted the master's touch ;-)

  -> Yes, exactly. The entire thing is delivered in - white. By a Tieflader.//5 trains later they should know where to place the numbers and logos. The project took 3 years..
