or also it could be like when someone loves working and just can't bear the thought of not working. Like the older people who retire, but then shortly go back to work because they just can't stand being still and not constantly occupied doing something productive. Although I don't know if that would fit with the context of working "compulsively". That might just be someone who "loves to work"

Ok I get it, I think I read it wrong the first time. It's saying that people who work compulsively are afraid of failure, or afraid of being "quiet" without constantly working, because they don't want to be alone with their own thoughts. Basically they can't relax because when they do, their thoughts consume them.
