This is in a part of the menu called Tapas y Chulitos, which then has a sub-part called chulitos. Its from a bar in Fuencarral (Madrid). Then it lists, under chulitos:-
Jamón, Salmorejo y Queso Brié
Queso de Cabra con Mermelada de Tomate
Solomillo Ibérico con Cebolla Confitada y Queso Brié
etc ..

I know that there is a dish from the Dominican Republic called chulitos, a sort of tropical empanada or croqueta made with yucca/cassava.

But I have a vague feeling that its a new fad in Madrid, similar to a "montado", i.e., on bread. A bread company mentions them in the catalogue, but no explanation or photo is given

I no longer live in Madrid - any ideas?

Explanation:
The word "tapas" is becoming well known in other countries, thanks to the tourists that visit us and by the poeple that open "Spanish" bars and restaurants abroad, so maybe you could consider leaving the Spanish word. Just an idea.
