Une des questions précédentes semble indiquer qu'il s'agit de la transcription d'une communication orale (la répétition / rephrasage "would not have been business" "would not have been a good business decision":
"to incur those types of discount on top of that ongoing for thousands of more tons would

Ne pourrait-on pas envisager une erreur de transcription qui aiderait un tout petit peu : "select to" ou "elect to" au lieu de "selective" :

: I don't think 'select to release' actually makes any more sense here; 'selective release of containers' (or 'release containers selectively') makes sense in itself / Acceptable in the oral context; typical EN telegraphing!
