A document talking about Environmental Management of a company that deals with construction materials and hazardous materials.

Context:

Tampoco será preciso disponer cubeto en los almacenamientos de betún alejados de corrientes de agua que, en caso de vertido accidental, se enfriaría y solidificaría lo suficientemente rápido como para no suponer un problema real de contaminación de suelos.Consideraremos los suelos contaminados por vertidos accidentales significativos de cualquier sustancia peligrosa como RP a todos los efectos.

This seems to me like something that is placed in an area where hazardous waste and/or materials are stored, probably in a liquid form, that could possibly be spilled. So, it appears to me that a "cubeto" is something used as a preventative measure in case there is a spill of the hazardous materials that are stored onsite. It has to be some kind of catch or anti-spill retaining device. Does anybody know the proper technical term of this thing?

in this case, I believe they are talking about the drum pallets because previously in the document they mentioned the storage of different drums.
