If you don't pick up your phone then the caller is forwarded/diverted/redirected to another number in your 'svarkjede' and so on. This has already been addressed by kudoz from NO to Sv here:

Used to be a big thing in the 90's when Ameritech introduced free voicemail boxes and AT&T followed with free call forwarding services. Didn't bother with finding a reference past Wikipedia though. This is a common knowledge thing for Americans.
