Extract of quote maybe
I am guessing this is 'extract' for a quote from a book but have not been able to confirm. Any ideas?

a quote from a secondary source
I had never heard of the expression but マタ probably means 又. I assume it means the quote is taken not directly from a primary source but from another source where the said quote is quoted.
If a book says "Mr. X said '....' ", and if you quote Mr.X from the book, then it is マタ引き.

The author may have mixed up with 孫引き(まごびき).

The link below shows an example where 又引き is used where it should have been 孫引き.

Comment: "This fits the context and is more accurate than 'extract' since the term was being used to refer to a quote by someone in a book authored by another person."
