الرئيس بالمحكمة and رئيس المحكمة

Hello,

that's court verdict in Egypt. In the list of judges the first position is
رئيس المحكمة - which I can understand as "the President of the Court"
but then, there are two
الرئيس بالمحكمة
Could anyone explain me the difference between these two terms?

Court's President / Court's Vice-president I'm not sure if my translations are correct. In the meantime, you can read what I have found out.
The Supreme Constitutional Court is a specialized court comprised of a President (or Chief Justice) and ten Vice-Presidents (or Deputy Chief Justices)
Article 193 of the constitution also stipulates that the court’s president, other justices, and commissioners are selected by the general assembly of the court, meaning the collective body of its sitting justices: “The General Assembly chooses the court’s president from among the most senior three vice-presidents of the court. It also chooses the vice-presidents and the members of its Commissioners Authority, who are appointed by a decree from the President of the Republic. The foregoing takes place in the manner defined by the law.”

It's hard to define more context. The judical case is for divorce. As seen in the picture, there are just names and then these positions are listed.

Context is Missing الرئيس بالمحكمة could mean the President is in the Court or it could be said by someone, and it means that "Hey, the President is in the Court." Or it could mean a different thing.
