Sounds to me like they are just putting designs on paper (or just a single sample) and do not have any product to sell.

This is what this is called in the software world:

"Our new version runs faster than a speeding bullet, leaps higher than the tallest building and, by the way, it won't be ready till fourth quarter of next year."

Something like that.
