De koper dient een binnenplanse vrijstellingsprocedure te doorlopen teneinde het Bouwplan te kunnen realiseren.
This is in a contract to build a certain type of building within the gemeente zoning plan. There are binnenplanse vrijstellingsprocedures and buitenplanse vrijstellingsprocedures. I understand what they are, but just can't come up with a good English term.

The Juridisch-Economisch Lexicon has the folowing:
'binnenplanse ontheffing' = 'dispensation falling within the zoning plan'
'buitenplanse ontheffing' = 'dispensation falling outside the zoning plan'
'binnenplanse vrijstelling' = 'plan-based exemption'
'vrijstellingsprocedure' = '(WRO) exemption procedure'
Hence my answer.
I don't think you 'doorloop' a 'Zoning Exception' as referred to by Joanneke.

Zoning Exception Procedure
Most counties (= gemeentes) within the US refer to a 'gemeente zoning plan' just as 'Zoning'. To clarify that it is 'within' the zoning plan, you can add words like: inside, internal, within, etc.
Zoning is at times also referred to as Zoning Code, Zoning District, or Zoning Ordinance.

'Buitenplanse ontheffing
Kan de gemeente een bestemmingsplanwijziging van onderwijs- naar kinderopvangfunctie eenvoudig regelen?
Ja, sinds de nieuwe Wet op de Ruimtelijke ordening (Wro) van kracht is, kan de gemeente via een korte, eenvoudige procedure de bestemmingsplanwijziging regelen. Dit heet buitenplanse ontheffing en kan via artikel 3.23 Wro verleend worden.
Deze buitenplanse ontheffing is uitgewerkt in het Besluit op de ruimtelijke ordening 4.1.1., lid 1i.'

De **binnenplanse ontheffing** (art.2.12.1.a.1 Wabo) is een afwijkingsmogelijkheid die in het geldende bestemmingsplan is opgenomen. Het gaat dan vaak om kleinere van afmetingen van bouwwerken of kleine gebruikswijzigingen. Bij een binnenplanse ontheffing wordt de reguliere procedure gevolgd. De **buitenplanse ontheffing** (art.2.12.1a2 Wabo) is een afwijkingsmogelijkheid voor zogenaamde planologische kruimelgevallen. Het gaat hierbij om lichte gevallen zoals het bouwen van een bijbehorend bouwwerk, dakopbouw of andere bouwwerk of bepaalde gebruikswijzigingen. Welke gevallen hiertoe behoren is opgenomen in artikel 4 van Bijlage II van het besluit Omgevingsrecht (BOR). Hiervoor geldt de regulier procedure.'

There are apparently two types of vrijstellingen/ontheffingen: 'BINNENPLANSE vrijstelling/ontheffingen' and 'BUITENPLANSE vrijstelling/ontheffingen', and I think that our English translation of 'binnenplanse vrijstelling/ontheffing' should be attuned to its counterpart, so to speak.

Bij een binnenplanse vrijstelling bevat het bestemmingsplan zelf de bevoegdheid om van onderdelen van het plan vrijstelling te verlenen. De buitenplanse vrijstellingen zijn niet gebaseerd op het bestemmingsplan, maar op de wet. De buitenplanse vrijstellingen kunnen worden onderverdeeld in tijdelijke en permanente vrijstellingen.'
