blijkbaar heb je mijn tweede mailtje niet gekregen...

You can do a couple of things:

Keep it nice:"I guess you did not get/receive my 2nd e-mail"

or a little more forceful:"Obviously you did not receive my 2nd e-mail"

or in between and more formal:" You must not have received my 2nd e-mail," followed by why you think that.

is another possibility

Or: 'you don't seem to have received my second e-mail' (answer above), whereby the use of 'apparently' and/or 'seem' expresses the ' blijkbaar' of the source text (the fact that you most probably didn't receive the second e-mail, in which something was made clearer).
