liability for damages made by or on behalf of any national, federal, state or local bank regulatory agency, in its capacity as regulator, receiver, conservator, liquidator shareholder, successor in interest or assignee of the “Insured”, whether such liability for damages is brought in the name of such agency or by or on behalf of such agency in the name of any other person;
