just means thedriver opens his/her (own) door - the police get well tetchy about body space etc., i;e. you know it's bad when they say 'would you step oyut of the car please'..; anyway, it's literal - Vigipirate means the very tight rules on searching cars have been extending to the regular police (was previously customs i believe who could do that)

legally, the situation is very different if it\'s the driver or the \'busies\' who open the vehicle (evidence, fingerprints etc. I guess)

penses au gendarme qui est \'obligé\' de saluer et se présenter \'gendarmerie nationale\' avant de \'pouvoir\' procéder à une demande, donc t\'imagines pour ouvrir la véhicle...quand le conducteur va essayer de disssimuler/se barrer etc.
