Nuevamente, debe haber un nexo entre "compulsory reserve" y "attains". Pregúntalo, si puedes. Algo así como "and it" o "and this". Si es así no necesitas que nadie te lo traduzca, tú te bastas y sobras para ello...Caso contrario, no más vodka al autor!
