O contexto é um estudo oceanográfico relacionado com dados recolhidos por ADCP’s (acoustic doppler current profilers)aparelhos de perfilar correntes tipo doppler acústico e a frase com este termo é:
“The stick vector plot was created from the observed north and east velocity components. The length of the stick is proportional to the current speed” (as frases sublinhadas sendo as que com tenho dificuldade).

A palavra stick está aí só como a representação gráfica do vetor. Poderia ser secantes( das curvas cujos valores foram obtidos), bastões, palitos, flexas, etc. Gráfico vetorial ou gráfico de vetores já descreve bem o que é o vector plot.
