What it means, effectively, is that certain records or documents are required to be held for a certain term in case there is a need to verify other documents that are based on them. Frankly, I don't know if there is a general term for this in English -- usually it is formulated as 'You are legally required to retain/hold/keep these records for xx years'.

Youc could thus translate the two sentences are 'The coupons [or whatever your are using in this context for 'Abschnitte'] are legally required to be held in safe storage for a certain length of time. These documents must be saved for 10 years.'
