This is a bit confusing. The charterer is the party that pays money to the shipowner to hire the vessel and in most cases the vessel is arrested by third parties on account of various claims.

If the cause of 'Seizure' comes from the Owner, then it is 'Off-Hire'. If the cause is from the people who Hired the vessel, it is NOT Off-Hire, but the Owner can take the vessel Off-Charter, and demand payment up to the day of Off-Charter. The Text does NOT specify under whose care, or whose fault it was that the vessel was 'seized'.

Even in the text you provided, the term is 'charter' and 'charterer'. Yes a 'charter' is a form of 'hire' but in your text the 'hire' is used as an explanation of what 'charter' means. And DEFINITELY you 'CHARTER' a 'boat' or an 'aircraft' and yes. 'CHARTER' is a form of 'hiring'. Ως και τ' 'αγώγια' φορτίων, στά πλοία ΚΑΙ τα αεροπλάνα ονομάζονται 'ναύλα' και 'ναυλώνεις' πλοίο ή αεροπλάνο. Δεν τα 'ενοικιάζεις', σαν αυτοκίνητα, ποδήλατα και ότιδήποτε άλλα μικρά αντικείμενα που 'ενικοιάζονται'=Are Hired!!!

The Dictionary of International Commerce says that "off charter" refers to the TERMINATION of the charter agreement.
TEMPORARY suspension as e.g. during a κατάσχεση / arrest of the ship is described with "off hire".

One does NOT 'hire' a Vessel. One 'CHARTERS' a vessel. The reference to a 'Vessel' here, is not a small sailing boat, but a substantial vessel, the type of Yacht and above. Any boat, from Yacht and up is said to be 'chartered'. One 'hires' a 'car', or a 'bicycle', or even a 'pedalo' in a Park pool. When it comes to BOATS and AIRCRAFT you talk of CHARTER AND NOT 'HIRE'.

I was taking this to be synonymous with εκτός ναύλωσης. I have to admit, I'm not sure how 'off-charter' and 'off-hire' are distinguished in Greek.
- But now I've just found something. This dictionary (Σταφυλίδη) gives the following:
εκτός μίσθωσης - off hire
εκτός ναύλωσης - off charter

A vessel can be said to "come off charter" or "be taken off charter".

"Off-charter" should not be confused with "off-hire," says the Dictionary of International Commerce.
"Off-charter" refers to the "termination of a vessel charter agreement".
"Off-hire" is defined as "a period of time when a chartered vessel is not earning income for the owner" (but the charter agreement remains in force).

The 'confusion', here is, that one does not know whose fault it was that the vessel was 'seized'. The Owner OR the Hirer?

If during the charter the ship or an important piece of equipment breaks down, the ship is taken off hire by the charterer. Hire money is temporarily suspended until the breakdown is repaired. In practice, hire money may continue to be paid by the charterer, and refunded after the ship comes back on hire, together with a refund covering the amount of bunkers consumed during this period. The document detailing the off hire period is called the off hire statement.

Off hire clause: Clause which sets out the circumstances in which hire money, payable by the charterer to the shipowner, may be temporarily suspended. These periods are known as off hire periods. The circumstances vary according to the individual contract but may include:
—inability on the part of the ship to comply with the charterer’s instructions because of damage, defect or breakdown;
arrest of the ship for reasons unconnected with the charterers;
—loss of time for which the ship is responsible;
—drydocking (this is often provided for in a separate clause).
