This is talking about equipment necessary to do crash test simulations. I am at a loss on ヒューズ天井; I think it is a special kind of ceiling needed as a safety precaution, but I don't know what this is specifically referring to. I get almost no matches on Google for fuse ceiling, fused ceiling, Hughes ceiling, or Hewes ceiling.
Does anyone know?

I pieced a few ideas together to get to this answer. I'm pretty confident its correct.
Firstly, I found that 天井 can be translated as "cap"...but I wasn't sure of the actual usage.
However...
As your document suggests, HYGE crash simulation systems operate using high pressure gas, and as such contain compressed air modules. You can learn more about these at the following link:

As you can see from the above link, the compressed air modules contain, amongst other things, an accumulator. The following link explains that fuse caps are "safety devices that automatically bleed accumulator gas pressure in the event of a fire."
