I am sorry dosanko, but I think you stand corrected here, because Aが所属するB means A belongs to B, and not the other way. So in this case it is not that the lower segment belongs to the network device, but the network device belonging to the lower segment.

Should have known it was a patent! The complex phrase using both the を and が structures of these する verbs makes this one a bit tricky. Very hard to get this into clean English due the ambiguity of the relative pronoun (which).
My English could be cleaned up more, unfortunately I have to go! I will set the confidence as Low, and hopefully someone can find a better way to phrase that.
