Norwegian to English Science
"Annen jorddekt fastmark". On a listing for a biodiversity map. The best I've managed to find is "inland unvegetated or sparsely vegetated habitats", but does anyone know of any shorter and perhaps more concise alternatives?

Dry open land After spending (too much) time on this one, I finally plumped for "other dry open land with soil cover". Thank you Sven and Don for your input.

I'm afraid I haven't seen a translation of the Norwegian land use classification. A search on ["land use classification" site:no] reveals a number of hits that might be useful. Otherwise, the EEA Glossary which you have already found is quite useful.

Arealklasser It's in a map listing, so if I use it, I end up with "Other soil-covered sparsely vegetated habitats", which is rather long. I've tried to find if there's an english translation of the above (land use classification) - you don't happen to know if there is one available, Richard?

The European Environment Agency Environmental Glossary gives the solution you cite here, which would seem to fit your context. However, a forestry glossary published by Glommen skogeierforening has simply "firm ground".

agree Per Bergvall : As opposed, I suppose, to marshland etc. Even "soil-covered groud" would work well for me...

mineral soil

The first source below (and others) give "mineral soil", while the second gives "well-drained ground". Perhaps one of these may help you arrive at what you want.
