A report on education in Central America.
The text explains the numerous problems of teacher training in the region. It says that much time will be needed to produce teachers who have university-level training, “y por eso se hace necesario implementar un plan de desgaste y un sólido plan de capacitación para los maestros en servicio.”
Any ideas about “plan de desgaste” in this context?

I don't think the implication is negative, or that anything bad is planned to be done to the existing teachers; the writers have already said that producing new, university-educated teachers will take time, so in the meantime they plan to extemporize with the teachers they already have, and train them up in the best way they can until the new graduates come on stream.

Well, not attrition, as far as I know attrition is natural reduction in personnel, I don't think this is the case.

Yo entiendo que, como muchas veces, hay una expresión equivocada, en vez de decir plan de desgaste, debe querer decir 'un plan para evitar el desgaste' de los profesores, por eso propongo incentivos para evitar el desgaste.
En otra pregunta pedían un certificado de procesos pendientes (legales) cuando en realidad la pregunta debería haber sido
un certificado de 'ausencia de procesos legales en contra' que es lo que interesaría.
Eso es lo que me parece.

absorption/bridging plan - see my note
Hello. I appreciate that this question is old and has probably been solved. I found it whist searching for something else. I want to add my idea for an answer not only in case it helps the original asker or anyone else who happens to find the question, but also because now I have read the question and have an idea in mind, this is the only way I will ever know if anyone agrees with me.
In Portuguese desgastar can take the sense of to digest (physically). Can it mean this in Spanish? From this concept one could attribute to the word in this context the abstract concept of digestion into the system - absorbtion . From this flows the concept of absorption in to the system - bridging.
To clarify, 'plan de desgaste' could be a bridging plan, ei a plan to carry out in the meantime while everybody is busy getting trained, and the system cannot just stop... it must continue to be 'digested'.

Discussion
“Desgaste” only appears twice in the whole 50-page report. The second use of it (many pages later) is about the fact that many teachers do not understand the national curriculum and “que no ven su relación con los rendimientos básicos, porque no se ha establecido una estrategia de desgaste adecuada.”
