I was researching the term "reglaje" in this context, but the two words seem to be used interchangeably, so I have included both in my question.

From the definitions you've quoted it seems that "reglaje" refers to surveillance of persons and "marcaje" to surveillance of places, both preparatory to committing a crime. "Casing" is the most common term used for this, but "scouting" is also quite commonly used, and both terms can apply to surveillance either of a victim or of a scene. "Casing" is usually preparatory to robbery, but it can apply to other crimes.

A more formal word used for "marcaje" is "reconnoitering", and "scouting" can also be used:

The MPC provides that reconnoitering — popularly called "casing the joint" — satisfies attempt actus reus, because "scouting the scene of a contemplated crime" clearly signals the intent to commit the crime"

You can talk about "scouting a victim". The following refers to a sexually-related murder":

"They stalked her and possibly groomed her for some time. According to some of the articles about her, Angie was known to hang out at the church parking lot down the street from her home and at a couple of nearby parks, prime grounds for someone scouting a victim."
