1. Asentamiento humano is the official designation for these urbanizaciones populares, or urban mass settlements. The term was part of the neighborhood association's official name until about 1990, when it was changed to Comunidad Autogestionaria de Huaycan (self-managed community of Huaycan), to symbolize both the culmination of a political contest within the neighborhood association and the community's political victory over Sendero Luminoso, which was active in the area. Sendero opposed the change because autogestionaria implied that the residents were taking charge of their own development (e.g., working with the state to install basic services like electricity and water), thereby removing Sendero as their "instrument" of confrontation with the state.
