the sentence refers to tax liabilities arising from the property. I just can't figure out what "procedencia" means in this context. The sentence is: "affecion fiscal por plazo de cinco anos de fecha que se indica en su procedencia"

Explanation:
"Procedencia" refers to the "cargas de procedencia", which is an entry on the note from the property registry. It refers to possible outstanding charges on the property arising from its original division. The point about the "afección fiscal por plazo de cinco años" is that when the property was divided, tax had to be paid. It would normally have been paid by the owner at the time on a self-assessment basis (por autoliquidación). So Hacienda retains the right for five years to reassess the tax liability. Thus, in principle, if fewer than five years have elapsed and you buy the property, it may have an outstanding charge to Hacienda. This is known as a carga de procedencia.

Esta es "estándar": siempre que se presenta un documento en el Registro, se añade esta Nota al margen. Quiere decir que se ha presentado el documento de pago del impuesto correspondiente en Hacienda (Transmisiones ó Actos Jurìdicos) pero que, como éste se hace por "autoliquidación" (esto es: el titular ó alguien en su nombre ha calculado lo que era la cantidad a pagar y lo ha ingresado)... pues Hacienda tiene derecho durante 5 años a hacer una revisión y reclamar (ó devolver) las cantidades que correspondan (si se ingresó de más ó de menos)."
