Source text - English The fuel production performance indicators comparative analysis carried out by **** deals with the performance indicators of refineries. Although some part of the study data can relate to transport logistics, marketing and capital projects, this data is collected mainly in order to understand how exactly these aspects of business effect on the production process. The financial indicators of the Study show estimate of the refining margin and investment profitability without regard to the raw material production and transportation facilities as well as distribution assets. The performance indicators reflect costs, usage of the refinery capacity, energy efficiency, productivity, repairs and reliability estimation made the same way.
As a matter of fact very few companies manage their refineries separately from the raw material production and transportation facilities and distribution assets, and there are no two refineries with one and the same capacity and configuration. Moreover, accounting rules as well as refinery staffing differ significantly in different companies. Prices for raw materials, utilities and products vary eventually and at any period of time differ considerably for different refineries. A rigorous but adaptable structure is therefore required for the refineries performance to be compared in an effective way. The basic principles of the Comparative Analysis of Performance indicators carried out by *** are as follows:
1. All performance data of the refinery shall relate to one and the same time interval. *** shall carry out fuel production study every 2 years, and the data provided by the participants shall generally characterize the refinery capacities and its performance during the year under study. The capacity data shall be specified as the average capacity during the year of Study. Non-turnaround and maintenance costs data shall be provided for 2 years (the year of Study and the preceding one). The average value of costs for 2 years shall be used when various repair cost indicators are calculated.
Translation - Russian Сравнительный анализ показателей производства топлив *** нацелен на производственные показатели нефтеперерабатывающих заводов. Хотя часть данных исследования может относиться к транспортной логистике, маркетингу и капитальным проектам, эти данные собираются, в основном, для того чтобы понять, как именно эти аспекты бизнеса влияют на производство. Финансовые показатели в исследовании представляют собой оценки маржи нефтепереработки и рентабельности инвестиций без учета мощностей по добыче и транспортировке сырья, а также сбытовых активов. Эксплуатационные показатели представляют собой оценки затрат, использования мощностей НПЗ, эффективности энергопотребления, продуктивности, ремонтов и надежности, сформированные аналогичным образом.
На самом деле очень немногие компании управляют НПЗ отдельно от мощностей по добыче и транспортировке сырья и сбытовых активов, и не существует двух заводов с одинаковой производительностью или конфигурацией. Кроме того, правила бухгалтерского учета в разных компаниях существенно различаются, так же как и кадровое обеспечение заводов. Цены на сырье, энергоресурсы и продукцию меняются со временем и в любой момент времени существенно отличаются для разных заводов. Следовательно, для эффективного сравнения работы нефтеперерабатывающих заводов необходима строгая, но адаптируемая структура. Основные принципы Сравнительного анализа показателей, проводимого ***, заключаются в следующем:

Все данные о работе НПЗ должны относиться к одному и тому же временному интервалу. *** проводит Исследование производства топлив 1 раз в два года, и предоставляемые участниками данные, в целом, характеризуют мощности НПЗ и его работу в исследуемом году. Производительности указываются как средняя производительность в год Исследования. Данные о затратах на некапитальные ремонты и техобслуживание предоставляются за 2 года (год Исследования и предыдущий год). Среднее значение затрат за 2 года используется при расчете различных показателей ремонтных затрат.
