Book review: La génétique et la question des races, (Genetics and the question of races) by Bertrand Jordan. Published by Editions du Seuil, 2008, 230 pages, price: 19 euros.
“Ordinary” racism distinguishes several races within the human race, and affirms the superiority of one of them (usually the white race) over the others. This racism has been used to “justify” social inequalities and colonial domination.
It resulted in the genocide against the Amerindians, the Nazi genocide against the Jews and Gypsies, and the ethnic exterminations in Africa... Since 1945, all of the declarations of the rights of man have proclaimed that all men are equal in rights, and in France, racism is not an opinion – it is a crime.
In this book, which is both accessible to the general public and very informative, biologist Bertrand Jordan repeats that no scientific backing can be found for racist ideas. Since the 1970s, geneticists have formally rejected the very notion of races among human beings. Their work has demonstrated that the genetic variability within a supposed race (whether it be white, yellow or black) is greater than the variability between any one “race” and another. In other words, genes have no race.
Moreover, it is impossible to know whether the dissimilarities observed between two human “races” is due to heredity or to the socio-cultural milieu. The complete sequencing of the three billion bases of the DNA of human chromosomes in 2003 showed that two human beings, chosen at random among the six billion inhabitants of the earth, share 99.9% of their DNA. We are all descended from a few thousand African ancestors, and over the past hundred thousand years the migrations and intercourse among human populations have been continual.
Nevertheless, the 0.1% of difference between two individuals represents three million different bases in their respective DNA, all the same. The analysis of the DNA of a great many individuals has shown that this variability is mainly due to “isolated” changes (or snips) involving a single base. These snips are mostly to be found in the non-coding areas of DNA and play no hereditary role. However a few do affect genes, and they determine, for example, skin color or sensitivity to diabetes.
Since 2004, DNA chips have made possible the rapid analysis of thousands of snips from hundreds of subjects. These analyses have confirmed that there are no genetically isolated human “races.” But an in-depth examination of carefully-chosen sets of snips has shown that the DNA of any individual can be associated with large geographic groups: African, European, Asian, Amerindian, Afro-American... For example, one may analyze the proportion of different ancestral components in the population of the United States.
There are significant variations in the frequency of some diseases among human groups of different ancestry. Most of the time, these variations are not due to heredity but to the environment. It is also conceivable that some aptitudes – physical or cognitive – vary depending on ancestor groups, but such “innate” variations between groups have never been demonstrated as yet. On the other hand, genetic variations within the human race have made it possible for humanity to survive climate crises and plague and cholera epidemics.

Source text - English Elections in Germany: Die Linke Further Challenges the Rules of the Political Game
by Isabelle Metral
http://www.humaniteinenglish.com/spip.php?article850
Hamburg: For the third time in the last few weeks, Die Linke (the Left, as the new party is called) has made an entrance into the Parliament of one of Germany’s western "Länder".
Die Linke (the Left) emerged as the real winner of last Sunday’s parliamentary election in the city-state of Hamburg. For the third time running in a few weeks, Oskar Lafontaine and Lothar Bisky’s party indeed succeeded in getting more than the minimum 5% required in one of Germany’s western Länder . It now has eight seats in the Hamburg Parliament.
The new electoral deal disrupts the political scene and looks to jeopardize negotiations toward the setting up of a coalition government to run the Hanseatic city. As in the Land of Hesse where real negotiations over the Land’s future executive have not even started yet, Die Linke’s share of parliamentary seats makes classical coalitions impossible, whether on the right between the CDU’s Christian Democrats and the FDP’s “Liberals” or on the left between the SPD’s Social Democrats and the Greens.
Although it came in an easy first last Sunday, Angela Merkel’s Christian Democratic Party (CDU) was by far the greater loser of that election. Not only was its share of the vote down by three points but it also lost the absolute majority it had won in 2004, and it cannot rely on its traditional partner the FDP to supply the missing votes, for the FDP failed to get the minimum 5% required for a party to get seats in Parliament.
Ole von Beust, the incumbent Christian Democrat Bürgermeister (Mayor), made the first move and launched a charm offensive aimed at the Greens with whom he says he is ready to govern. But even though a far from negligible section of the Greens has come out in favour of opportunistic alliances (with either Leftist or Rightist parties as circumstances dictate), it will be difficult to draft a common platform that Grünen members could unanimously approve.
The CDU’s leader might also turn to the SPD to form a grand coalition on the model of the ruling coalition in Berlin. But Social Democrats do not seem to be very keen on that option as they are currently struggling to make good the disastrous reflection of this “united front” at the national level on their image and on their credibility with their own voters. Especially so, as increasing social difficulties, a palpable loss in purchasing power, unprecedented and ever rising inequalities and social injustice have become much debated political issues over which the party is being increasingly called to account. There is no question that the climate of opinion has indeed contributed a lot to the success of Die Linke; the new party has been most vocal on these issues, which used to be the SPD’s core issues.
The possibility that Die Linke might be called upon to support a regional coalition government without actually joining it, or even to participate in a regional coalition government, began to be the subject of debate even before the election results in Hamburg were known. The question so far had been a taboo subject. Kurt Beck himself, the SPD’s president, hinted for the first time at the possibility that he might negotiate in Hesse for Die Linke’s support without the new party - which results from a merger between the Linkspartei PDS and the Wahlalternative (WASG) - participating in the government. That would be the only way that he could have Andrea Ypsilanti, the SPD’s regional leader, elected Minister-President. Die Linke at once responded favourably to the proposal in order to eliminate Roland Koch, the far-right incumbent Minister-President.
Nothing is certain as yet. But dividing lines are obviously shifting and the German press is buzzing with speculation over the possibility of triple alliances (between the SPD, the Grünen and Die Linke or between the CDU, the FDP and the Grünen), which would be the only way out of the political impasse, following the sudden emergence of Die Linke on the scene.
The prospect of taking part in government at the regional, or even national level (after the next Bundestag election in September 2009) has come under debate within the new leftist party. The necessity for the party to shoulder governmental responsibility is generally set on a par with the need to stand firm on a number of basic demands like the bringing home of all the troops deployed in Afghanistan or the repeal of the Hartz IV package that left the jobless unprotected and liberalized the job market to an unprecedented degree.
The ratification of the Lisbon treaty was another issue that imposed itself in the debate. In the Berlin Land, the only Land where Die Linke governs jointly with the SPD, the social-democrat Bürgermeister Klaus Wowereit would like the Berlin deputies in the Bundesrat (Parliament’s upper chamber) to vote for the treaty. The executive committee of the party’s Berlin branch had come out in favour of the now defunct Giscard constitution in its time and like European deputy Sylvia Yvonne Kaufmann, author of a recently published plea for the new text, is said to be in favour of ratification. [1]
The prospect raises many protests in a movement where a majority of members opposed the former treaty: “That certainly is the best way to torpedo the party’s credibility”. They ask the Berlin executive committee not to make inconsistent decisions and to turn down Wovereit’s request even if it should jeopardize the future of the SPD-Die Linke coalition. Oskar Lafontaine himself stepped in and voiced his objections, saying that it was precisely the Linke’s responsibility never to depart from the naked truth, for which the party had gained credit, when all other parties kowtowed to free-market zealots.
[1] When disagreement arises within a governmental coalition, the official rule is for the Land’s deputies in the Bundesrat to abstain from taking part in this particular vote.

by Isabelle Metral

From our special correspondent in Pristina
Kosovo is a territory with a rich history, where national ambitions meet and clash.
A few miles from Pristina two major historical places boast major monuments to the Balkans’ history: the tower that commemorates the battle that Serbs lost to the Turkish army on June 28, 1389, and the turbe or mausoleum to the victor, Sultan Murad.
Serbs consider Kosovo as the “cradle” of their history, where the medieval Serb kingdom had its origin, and the heartland of Serbian orthodoxy with the patriarchal seat of Pec and great monasteries like Visoki Decani or Gracanica. But Albanians too consider that this territory plays a central role in their history: here the league of Prizren was set up in 1878 by worthies from all the Albanian regions of the Ottoman Empire - the first manifestation of modern Albanian nationalism.
When Serbs proclaim their “historical rights” over Kosovo, Albanians put forward their numerical superiority, a proven fact since the late nineteenth century at least. Yet they stand firm on their own historical rights too. So both Serbs and Albanians found their claims on their long tenure of the land.
When Serbs mention their monasteries, Albanese retort that these were built on the ruins of pre-existing Albanian Catholic monasteries - a point that is difficult to prove and of little relevance, for as late as the thirteenth century, at least, the area was divided between the influence of Byzantium and that of Rome, and diverse populations lived side by side, notably Serbs and Albanians.
Whereas the tradition of Albanian nationalism sets Kosovo at the heart of the construction of Albanian national identity, some Albanian nationalists make no secret of their claim that “the injustices of history must be redressed.” According to them, ethnic Albanians were unfairly divided from one another in 1913 when the “great powers”’ allowed the creation of an Albanian State on only a limited portion of the “national territory”. But that claim ignores the fact that ethnic Albanians on these “excluded” territories lived side by side with other ethnic populations that cared little for the Albanians’ national project or cherished antagonistic nationalist aspirations.
Yet sharp differences divide the Balkans’ Albanian communities. To put the matter simply, the Albanian world fall into two spheres, Tosk to the South, and Gheg to the North. The Tosk sphere includes the South of Albania and the Albanian communities in Greece, whereas those in Montenegro, Kosovo, Macedonia, and Northern Albania belong to the Gheg sphere. Muslim and Orthodox coexist in the Tosk sphere, Muslim and Catholics in the Gheg sphere. So 5% of Kosovo’s population is Roman Catholic.
The Tosk and Gheg dialects are quite different, but the literary language was unified in the 1970s by Albania’s Stalinist regime under Enver Hoxha on the basis of the Southern Tosk dialects (Hoxha himself came from the South of Albania). The standard linguistic norm is not a bit like Kosovo’s dialects, but Kosovo’s Albanians have nevertheless embraced the reform for the sake of Albanian national unity.
Today some movements insist on the specific identity of Kosovo. Publicist Migjen Kelmendi, editor in chief of the Java review, wants to rehabilitate the Gheg language. His project is quite coherent, for he vindicates both the specific and the multi-ethnic identity of Kosovo. The dream that intellectuals like Migjen Kelmendi fondle is shared only by a minority. The dominant nationalist trends in Kosovo – from the late “pacifist” Ibrahim Rugova to the former guerrilla fighters of UCK (Kosovo Liberation Army) – take pains to underline the national unity of all Balkan Albanians.
History handbooks drill all the commonplaces of Albanian nationalism into Kosovo’s pupils; they emphasize the unity of “Albanian lands” without the international administrators of the territory finding anything wrong with it during the last eight years. To celebrate independence last Sunday Kosovo’s Albanians waved the red flag with the black eagle - the Albanian flag. So it is no wonder that the other communities, notably the Serbs, should not adhere to the national project, for that “other Albanian State” can at best only tolerate the rights of ethnic or national minorities, short of proposing a project for all citizens that can transcend the barriers between ethnic communities.

Luxembourg. The National Audiovisual Centre exhibits the work of twenty-five photographers whose photographs revolve around the theme of Europe.
Eva Bertram is interested in the relationship between the seen and the unseen, she is fascinated by all those things which are part of our daily lives but which so often remain vague and unclear. “A little bit like the relationship between the European institutions and the citizens”, explains the German artist. Very symbolic. Eva Bertram is one of the twenty-five artists who have been selected to exhibit their work at the monumental site of the Dudelange steelworks. The space has been completely reorganised for the occasion by the Catalan architect Albert Vallverdù, who has sought to create a connection between the building and the some two hundred photographic works exhibited within it. The twenty-five photographers have received financial support from the “programme Mosaïque” (set up in 1996), the purpose of which is to “assist artists in the field of photography every year, in their creative work and research on the theme of Europe”.
Until 2003, the artists photographed the Old Continent. Each has their own vision and story. The organisers of the exhibition actively encouraged an eclectic mix of photographers. With very different backgrounds, the artists hail from all over Europe, but also from Russia, Venezuela and the United States. Each artist offers their unique vision of Europe incorporating urban landscapes, society, conflicts and migrations. It is a little as if within each photo an individual story has been distilled, a personal insight and engagement.
Black and white as well as colour photos, large format and miniature photos, obviously examine the past and the history of the European construction. Questions about the future of Europe are also addressed in many of the photos, as we find ourselves at the beginning of a new century and as the European Union continues to expand. Visitors to the exhibition can also follow each artist’s individual journey. These artists have all witnessed the development of photography as a medium. Those who have photographed situations of conflict, such as Patrizia di Fiore (in Bosnia) and Anthony Haughey (in Ireland and in Kosovo) have sought to “speak of“ the aftermath of such wars, in the minds of the inhabitants of these countries as well as in the surrounding landscapes. Pelle Kronestedt has looked at the issue of the unemployed in each of the fifteen countries which made up the European community in 2000. In their combination of images and colours, the photographs display a very contemporary and dynamic approach. Questions about identity certainly find expression in this type of exhibition. Such questions are explored in depth by Joakim Eskildsen, who is interested in the Gypsy communities of the Eastern European countries, and also by Cristina Nuñez, who has photographed religious practices.
Finally, the photography in the exhibition underscores the fragility of the complex structure that is Europe, and contributes to the construction of a European Union which so many Europeans hope to see strengthened.
Practical Information: Dudelange Steelworks, “De l’Europe” exhibition. Until 19th August, open from Tuesday to Sunday, from 10a.m. to 7p.m.

A beautiful book: For those who like old films, an anthology of photos by the Mirkine family brings back to life all the splendour of the true film star era. Mirkine Stars, by Stéphane Mirkine. Éditions Flammarion, 368 pages, 45 Euros.
This isn’t a book to take to the beach with you, but we can’t always wait until Christmas time… So without further ado let’s admire this magnificent collection of black and white photographs put together by Stéphane Mirkine, granddaughter of Léo Mirkine (1910-1982) and daughter of Yves Mirkine (1934-1993), who has inherited the one hundred and twenty thousand or more negatives of photos taken by her ancestors. For those who like old films, Mirkine’s name will immediately conjure up images of the dream world of cinema. Who hasn’t seen the photos by the Mirkine father and son, without necessarily recognising the name of the photographer, or knowing that Léo travelled alongside the Communist Party, was part of the wonderful team who worked on the film ‘la Vie est à nous’ (Life is Ours) and an active member, in 1945, of the Committee for the Liberation of the Cinema, who stole from the Germans, seventy boxes of unused film which were intended for the supporters of Franco?
So, let yourself wander, flit through the pages from Ingrid Bergman to Erich von Stroheim, from Michel Simon to Gérard Philipe, from Jean Marais to Fernandel, from Fritz Lang to John Huston. The vision is magical because the photographer was intimately acquainted with the people and their work. Whence the impression of surpassing the moment, captured in all its immediacy in order to condense a life into an image. The more you know about the cinema, the more you will love this book.

by Gene Zbikowski

Ouradour sur Glane. Following the death in bed of the Nazi officer Heinz Barth, who took part in the massacre that was perpetrated in this village on June 10, 1944, one of the survivors, Robert Hébras, told us what happened on that day.
The SS officer Heinz Barth died at home on August 6, 2007, in Gransee north of Berlin, at the age of 86. Nicknamed “the murderer of Ouradour sur Glane" for his direct involvement in the massacre that took place in the village on June 10, 1944, he had been condemned to life in prison in 1983 in a trial in East Berlin for war crimes, then released in 1997 for health reasons. Robert Hébras, one of the few survivors of the massacre, told us what happened.
Huma: What was your reaction to the official announcement in the media of Barth’s death on Tuesday?
Robert Hébras: I guess you’d like to hear me say that his death awakened painful memories. But I’ve just never forgotten that fateful day. I lost almost my whole family, my friends, not to mention the people of the village with whom I was in daily contact. Even today, at the age of 83, when I walk through the village alone, I relive my childhood, its odors come back to me, and engraved in my memory are pictures of the people I knew and loved. Thus, the death of that individual is part of life’s logical process. In fact, what embarrasses me is the hullabaloo in the media concerning his death. They’re giving him far too much importance, when the passing away of one of the survivors of the massacres occurs without anyone taking any notice, or at least hardly any notice.
Huma: Why have you agreed to talk, then?
Robert Hébras: I’m not speaking as a victim, but in homage to the memory of the 642 civilians who were shot, drowned, or burned alive by the SS soldiers of the armored division “Das Reich”, one of whose main executioners was that man Barth. I hope that, due to the media attention, his death will at least make people think, will draw their attention to what a person like him is capable of doing. So as not to forget, because remembrance is an essential duty.
Huma: But you do have emotional reactions to that man, don’t you?
Robert Hébras: Yes, several. The first was in 1983 during the trial in East Berlin, where I was a prosecution witness together with my friend Marcel Darthout, another survivor of the massacre. When we looked at him, he never looked into our eyes. What is more, it was hard for me to imagine that that mutilated old man, prostrate in front of me, was that same Nazi second lieutenant, aged 22 at the time, who had given the orders for the execution. Just one phrase came to my mind regarding him: “This guy is pathetic.” All the more so as he never expressed any regret, except at not being able to see his children during his imprisonment. On the other hand, like the families of the victims of Ouradour and the associations of former deportees, I was very shocked to learn of his liberation in July 1997 for health reasons, when you now know that he lived another ten years!... The height of irony is that beginning in 1991 and for ten years he was paid a pension as a “victim of the war.” Although the pension was withdrawn from all the Nazi war criminals by the German Bundestag in 2001, following a long debate in the German government, the pension paid his living expenses for several years, and he certainly lived better than me.
Huma: How do you feel about him ?
Robert Hébras: The fact that he never expressed any regrets makes me think that he was a fanatic, as do all of those papers, honorary decorations and other memorabilia linked to his Nazi past, which he carefully kept but did not try to hide, and which were found by chance in his home during a 1982 search that had nothing to do with his SS membership. All of that documentation at least served to unmask the criminal.
Huma: But Barth had already been sentenced to death in absentia by the Bordeaux military tribunal in 1953. A word about that trial?
Robert Hébras: It was a nightmare, a two-fold betrayal and a total lack of respect for the survivors, the families of the martyrs and the other victims of the massacre. Of course he was sentenced to death, but he was not at the trial since, until 1982, he lived under a false identity in the GDR. We put a lot of hope in that trial. Nine years after the massacre, the executioners and murderers were finally to be punished. How disillusioned we were! Most of the SS soldiers who were sentenced were immediately released due to an “amnesty law” voted by the French parliament. In the final analysis, the crimes of all of them will remain forever unpunished.
Huma: Does the Nazi officer’s death provide some relief for your pain, then?
Robert Hébras: I feel no joy at his death because I have always been for peace and reconciliation between people. And, at the risk of shocking you, it’s not so much that he was an SS soldier that bothers me. Let’s remember, without any hypocrisy, that we were at war. And as in any war, unfortunately, people kill each other and commit atrocities, whether expressly or because they’re following orders. On the other hand, what I feel is intolerable in war is the needless killing of innocent women and children. For me, that’s where the crime at Ouradour sur Glane is focalized: when you think of those 400 women and children burned alive, whose deaths were horrible and unimaginable suffering. In that lies all the horror of that June 10, 1944!
Huma “Never again!” — would that be your conclusion?
Robert Hébras: I would like the death of such individuals to remind people of the barbarism of the past so that it won’t be repeated. But when you see the horror of war every day and everywhere in the world, those women and children killed in Iraq, and elsewhere, you unfortunately realize that Man does not learn any lessons from the tragedies of the past. He continues to kill for the pleasure of killing ...

Is the CIA admitting its guilt? By publishing, not long ago, more than 700 pages of secret documents, the CIA was trying to launder its troubled past.
This thick file of internal notes and various documents called "family jewels", comes essentially from a file created at the request of James Schlesinger in 1973, while he was the agency director. He had wanted to convey some signs of transparency concerning the two decades of obsurity that ended with the CIA implication in the Watergate affair and the resignation of President Nixon. The spies’ "boss" had reason to think that many secret operations were wantonly breaking the CIA charter. The CIA mandate was in principle to collect and centralize information and to engage in clandestine operations abroad, but not within the United States’ territory.
The current Agency director, Michael Hayden, has taken to heart this will to move toward a cleanup. He justified the sifting of the archives as a means to avoid an accumulation of mysteries that would eventually permit misinformation to "fill the vacuum like a gas". He has also admitted in a rather touching formula that the "Agency had done things it should never have done". It’s the least one can say. What the documents reveal are attempts to assassinate heads of state and political leaders, repeated and aborted attempts in the case Fidel Castro, who is without doubt one of the rare persons who have been able to thwart all the plots fomented against him. The document also reveals illegal citizen surveillance, abusive incarcerations, forced behavioral and therapeutic experiments on human guinea pigs, without their knowledge. By separating the good grain of the present from the darnel of the past there is little likelihood that "skeletons" will emerge from the cupboard. But a simple reading of the report generates today a particular despondency, when we measure the high level of involvement of the United States in covert operations around the world.
Since its creation in 1947 at the beginning of the Cold War and until the middle of the Seventies, no congressional control was exercized on the Langley Agency (nor on the other US intelligence services).
Since the Seventies, with the crisis created by the defeat in Vietnam and the Watergate scandal, two Congressional commissions were mandated to supervise intelligence activities. however, restrictions imposed on the initiative of the Executive were regularly overriden by "special order" of the President of the United States.
The CIA ’s mission covers a large spectrum and the list of criminal interventions is endless. To start with, we recall the support of the coup in Chile in 1973, the Irangate affair involving Iran and Nicaragua, the fight against USSR in Afghanistan in the Eighties, when, in alliance with the Pakistani and Saudi secret services, the Mujahidins, including Bin Laden, were trained, and help was provided to Saddam Hussein.
All this reminds us of the "fundamentally repugnant philosophy" of illegal action specified in the well known projection offered by the General Doolittle [1] in 1954. The General thought that, due to the Communist danger, it was necessary to develop such a philosophy. The current threat is identified, and is named terrorism. The CIA, criticized because it wasn’t able to prevent the September 11 attacks, remains an instrument of George Bush and his Washington falcons, for whom the proclaimed "democratic" mission is antiterrorist war. The State has legally become a police state, inquisitive and destructive of liberties, with its Patriot Act, its CIA secret jails and torture. These practices have been brought to light, thanks to a democratic process of struggle on the part of all those who now demand transparency and truth. But to get to the bottom of the archives, it will surely be necessary to work and wait a bit longer ...

http://humanite-porusski.com/spip.php?article564
