Diversity is abiding characteristic of the European Union and one which it aims to preserve and promote. More than 100 000 EU citizens benefit each year from educational exchange programmes which foster an understanding of different cultures. First-hand experience of other cultures and work environments motivates young people to take an active interest in the meaning of citizenship. Educational and training qualifications recognised across the EU facilitate mobility.
EU educational and training programmes are not restricted to the young, however. The underlying goals are to promote lifelong learning and build a Europe of knowledge. These know no age barriers.
Leonardo da Vinci and Socrates
The two principal programmes for pursuing these goals are the Leonardo da Vinci programme for vocational training and lifelong learning and the Socrates programme for education. Together they spend around €400 million annually. They cover the European Economic Area (the existing 15 member states and Iceland, Liechtenstein and Norway), the ten newcomers and two candidate countries – Bulgaria and Romania. Turkey joins both programmes in 2004. Switzerland participates in Leonardo da Vinci.
The Leonardo da Vinci programme promotes international exchanges and cross-border projects in the field of vocational training. It aims to foster innovation and entrepreneurship, to improve the quality of training and to make it easier for those with vocational skills to train and work in other countries.
Of the sub-programmes under the Socrates umbrella, Erasmus is the oldest and probably the best known. It has more than €100 million annually available for grants for students and teachers to spend time at universities in other countries. Two thousand universities participate in the programme. By the end of 2002, more than one million students had studied at another university thanks to Erasmus. By 2007, that figure should be two million and by 2010 three million.
Other Socrates programmes include:
• Grundtvig for adult learners and their teachers to establish European teaching materials and set up networks to exchange information;
• Comenius programmes for schools and their teachers. More than 10 000 schools benefit each year;
• Lingua to promote the learning of languages, particularly lesser-used languages;
• Minerva to apply new technologies in education.

La diversidad es una característica inherente a la Unión Europea y su objetivo es mantenerla y promoverla. Más de 100.000 ciudadanos de la UE se benefician cada año de los programas educativos de intercambio, los cuales potencian el entendimiento entre las diferentes culturas. Experimentar directamente otras culturas y ambientes de trabajo motiva a los jóvenes a interesarse activamente por el significado de «ciudadanía». Las cualificaciones educativas y formativas reconocidas en todo el territorio de la UE facilitan la movilidad.
No obstante, los programas educativos y formativos de la UE no están concebidos exclusivamente para los jóvenes. Sus fines subyacentes son promover el aprendizaje permanente y construir una Europa del conocimiento; tales objetivos no conocen límites de edad.

Los dos principales programas que persiguen estos objetivos son el programa de formación profesional y aprendizaje permanente Leonardo da Vinci y el programa educativo Sócrates. En ambos programas se invierten alrededor de 400 millones de euros cada año.
