Translation - English “The focus of this case is: the law to which the defendant applied when giving the administrative penalty was proper or not. According to article 52 and article 53 of China’s current Administrative Litigation Law, when handling administrative cases, people's courts comply with laws, administrative regulations, local regulations, autonomous regulations and special regulations in autonomous areas, and refer to rules. In theory, the most common explanation is that on the whole, “refer to” signifies that the rules don’t have an absolute binding force for the courts, and in essence gives the courts the right to choose which rule to apply. Before deciding whether or not to apply a rule, a court has the right to review the rule to see if it is in violation of a higher-level law… However, as for how to exam a rule, there is no explicit provision in law. We opine that, a legality examination of the rule may be conducted from three aspects: whether or not does the rule go beyond authority, whether or not does it violate the provision of law or regulation, and whether or not does it violates the legal established procedure… As the administrative license involved in this case,……… ...As for the administrative licensing that may be established, only when there is none set in a higher-level law, can one be established in a lower-level law; if an administrative licensing already exits in a high-level law, a lower-level law can only make specific provisions for implementing that administrative licensing. Specific in this case, [since] the laws and the Salt Industry Management Regulation of the State Council do not establish the administrative licensing for industrial salt transportation permits, local government rules could not establish an industrial salt transportation permit system.

To connect to the iPass network, make sure the Dial Properties window is filled out correctly.

3. To save your password for future sessions, check Save Password.
The password field becomes writable – enter your password. (Note: your service provider or network administrator may have disabled the Save Password feature.) Or,
If you choose to enter your password each time you connect (or the Save Password feature has been disabled), do not enter your password now. You are prompted later.
4. Click OK.
5. Open Options*Settings.
6. Select a modem from the pull-down menu. Note: You do not need to choose this again
unless you have more than one modem on your PC and want to switch between them.
7. Click OK.
Next, you need to choose an access point. If you have already chosen an access point, click Connect on the iPassConnect window.

Source text - English It all started in a calm afternoon of any working day. Desirée had been waiting for a while and had run out of ideas to kill time, so she was staring in a stubborn way at her perfect manicure. If you had done a survey about her at work, “patience” would have been the less likely characteristic anyone would have picked for her. Nonetheless, the circumstances kept her from expressing her increasing desperation.
She had been requested to attend a meeting. She arrived on time and immediately felt naive when she realized there were only four or five assistants; everyone else seemed to be enjoying an extended lunch. She was getting sick of that work environment; it was full of antagonism and graceless rituals. There was no such thing as aims. For the last couple of weeks, she had been thinking about quitting and finally doing everything she pleased –she even thought about becoming a sculptor. Desirée couldn´t help but think about all the things she could be doing, instead of wasting her life at the service of a nutcase who could schedule a reunion on the last minute… that would not even start on time.
The meeting seemed to have begun just when she was thinking it could be her last gathering in that dark boardroom, where it appeared to be forbidden to have any ornament, vase or a sign that showed that humans had actually been there at some point.
Translation - Chinese 一切都是在一个很平常的工作日下午开始的。迪泽尔在那等了有一会儿，已经不知道该怎么打发时间了，只好直愣愣地盯着自己修剪整齐的指甲。如果你调查过工作时的迪泽尔，你就不太会选择“耐心”这个词来描述她的性格了。尽管她等得越来越绝望，在这种场合也不便发作。
她是应要求来参加一个会议的。迪泽尔准时到达了会场，看到当时只有四、五个助理到场，顿时觉得自己太天真了；其他人应该都还在没完没了地吃午饭吧。她开始讨厌这里的工作环境了，特别的敌对，又有很多繁文缛节，但却没有真正的奋斗目标。过去的几个星期，她一直在想着辞职这件事，如果辞职就终于可以去做自己想做的事情了，她甚至想到要去做个雕塑师。迪泽尔不禁想，要不是给这个疯子打工，浪费自己的生命去参加他临时安排的会议，她可以做多少事情啊。会议临时安排也就罢了，还不准时开始。
