Source text - Russian The myth that tax evasion is a victimless crime is usually perpetuated by those who think that getting one over the tax man is, even if not entirely honest, nonetheless secretly to be admired. A throw back, perhaps, to the popularity of the wartime character, the spiv, characterised by Private Joe Walker from Dads Army, who has been aptly described by Andrew Marr as a "double breasted suit wearing, pencil moustached, perky villain, with a heart of gold, forever upending the moral pretensions of his betters by slipping them an illicit bottle of whisky, a carton of cigarettes or a pair of stockings for the missus" (Andrew Marr, A History of Modern Britain, p.88).
But Dads Army is fiction; rationing long gone; and I have no doubt that those who loved Private Joe would be outraged if money was stolen from their personal bank accounts. So let us work out the cost of tax evasion to every family and every adult in the UK.
The latest estimate by HMRC suggests that tax evasion costs the UK economy £14 billion a year. That is the equivalent of £530 from every household, or £769 per family. A victimless crime? This is money that could have been spent on schools, hospitals, fire-fighters, police and public services.

Source text - Russian В первом полугодии 2014 года мы провели масштабное исследование среди работодателей, оценив, какое место рекрутмент занимает в приоритетах компаний, как они справляются с задачами по поиску и подбору специалистов, с какими трудностями и вызовами сталкиваются и как решают возникающие проблемы. Это исследование вызвало очень живой отклик среди наших клиентов, поэтому мы приняли решение провести во втором полугодии аналогичный опрос среди соискателей.
Мы ставили перед собой задачи оценить, по каким причинам и с помощью каких инструментов соискатели ищут работу, насколько адекватны их ожидания от рынка, и совпадают ли они с тем видением, которое нам изложили ранее сами работодатели. Основной целью этого исследования было структурирование опыта кандидатов в поиске работы и их ожиданий.
По итогам исследования мы получили репрезентативную выборку из почти 10 000 респондентов, а результаты показали, что далеко не всегда ожидания соискателей совпадают с ожиданиями и восприятием ситуации работодателями. Основной ценностью нашего исследования и стала идентификация этих различий в восприятии, которая позволит работодателям скорректировать свои стратегии поиска и привлечения квалифицированных специалистов, а соискателям – хорошо ориентироваться в ситуации на рынке и грамотно ее оценивать.
Сегодняшний рынок труда вновь на стороне работодателя. Это связано, прежде всего, с непростой геополитической и экономической ситуацией.
И, несмотря на то, что большинство кандидатов открыты к взаимодействию по новым вакантным позициям, преимущественно все успешные кандидаты(84%) сейчас работают. Найти и привлечь нужного кандидата, нужной квалификации, за предлагаемое компанией вознаграждение, да еще и мотивированного на смену места работы, по-прежнему очень сложно.
Рынок предъявляет все более высокие требования к специалистам, к их навыкам, знаниям, а также самоотдаче, гибкости, адаптивности и готовности к изменениям. Работодатели усложняют систему отбора, подчас меняют условия в ходе переговоров с кандидатами и даже отзывают уже сделанные предложения, откладывая принятие окончательного решения.
С другой стороны, кандидаты, которые ищут более интересные предложения, заинтересованы в повышении зарплаты, открыты к вызовам рынка и захватывающим задачам(78% кандидатов готовы рассматривать предложения и 70% готовы менять сферу своей текущей деятельности). Но более опытный кандидат предъявляет к работодателю и больше требований: он чутко реагирует на поведение представителей компании в ходе собеседований, на отношение к нему в процессе переговоров, на соблюдение договоренностей и выполнение обещаний. Качество коммуникаций и взаимных обязательств оказывает важнейшее влияние на результат найма нового специалиста.
В текущей ситуации на рынке труда, когда количество открытых позиций сокращается, риски как при поиске специалистов, так и при смене работы увеличиваются, работодателям и кандидатам требуется взаимопонимание и внимание к ожиданиям друг друга, готовность идти на компромиссы, открытость к поиску взаимоустраивающих решений.
Translation - English In the first half of 2014, we conducted a major employer survey, where we researched what place recruitment takes in companies’ priorities, how they manage the tasks of finding and selecting specialists, what difficulties and challenges they face and how they solve arising issues. This survey has received a very active response from our clients, so we took a decision to conduct another similar survey in the second half of the year amongst the job candidates.
Our tasks were to evaluate the reasons why candidates are looking for a job, what instruments do they use to help them, how reasonable their expectations are from the market, and how does it coincide with the vision outlined to us earlier by the employers.
The main aim of this survey was the structuring of the candidates’ experience in job searches and their expectations.
As a result of this survey, we have received a representative selection from almost
10 000 respondents, which revealed, that candidates’ expectations by no means concur with the expectations and perceptions of the situation by the employers.
The most valuable point in our survey was being able to identify these differences in perceptions, which would enable employers to correct their strategies to search and attract qualified specialists, and for the job seekers, to familiarize themselves with the situation on the job market and being able to assess it correctly.
And, despite the fact that most of the candidates are ready to cooperate, when it comes to the new vacant positions almost all the successful candidates (84%) are in employment. It is still very difficult to find and attract a required candidate, with the necessary qualification, for the remuneration package offered by company, and also motivated enough to change his work place.
Market places higher demands to the specialists, to their skills, their knowledge, and also to their dedication, flexibility, adaptability and readiness for changes. Employers make selection process harder, sometimes change terms and conditions during meetings with the candidates, or recall offers, postponing making the final decision.
On the other hand, candidates that are looking for more interesting offers, are interested in the pay rise, ready for market challenges and exciting tasks (78% of the candidates are ready to consider offers and 70% are ready to change their current job field).
However, a more experienced candidate also demands more of the employer. He is more alert to how company's representatives behave in the interview, how they treat him in the meetings, how they stick to their agreements and deliver on their promises. Quality of the communications and mutual obligations makes the most important impact on the outcome of hiring the new specialist.
In the current situation on the job market, where the number of vacant positions is decreasing, the risks of finding the new specialists or changing a job are increasing, so employers and candidates need to have mutual understanding and attention to each other's expecations, readiness to compromise, and openness in seeking solutions that would satisfy both sides.
