Source text - English The legislative process is comprised by all the operations that are to be performed by an entity that wants a law to be adopted. As in most democracies, in Romania laws are generally initiated by Parliament, the ministries or other authorities concerned. After being written, the draft legislative initiative goes through several stages of approval and consultation with the public opinion and then enters the debate in the Parliament. This paper aims to examine two of the most important aspects of the legislative power in a state. The case studied here is the Romanian one, emphasizing on how these elements operate under the 1991 Constitution, revised in 2003. During the first part we will analyze the path that a legislative proposal has to undertake until it becomes law, and in the second will analyze the organization and functioning of parliamentary committees.
Translation - Romanian Procesul legislativ este compus din toate operațiunile care urmează să fie efectuate de către o entitate care dorește ca o lege să fie adoptată. La fel ca în majoritatea democrațiilor, în România, legile sunt în general inițiate de către Parlament, ministere sau alte autorități implicate. După ce a fost scris, proiectul de inițiativă legislativă trece prin mai multe etape de aprobare și consultare cu opinia publică și apoi intră în dezbatere în Parlament. Lucrarea de față își propune să analizeze două dintre cele mai importante aspecte ale puterii legislative într-o stat. Cazul studiat aici este cel românesc, cu accent pus pe modul în care aceste elemente funcționează în conformitate cu Constitutia din 1991, revizuită în 2003. În prima parte vom analiza calea pe care o propunere legislativă trebuie să o întreprindă până când acesta devine lege, iar în a doua parte vom analizeaza organizarea și funcționarea comisiilor parlamentare.
