junho.
Translation - English International Seminar on Fiscal Policy organized by FGV and the IMF will feature the Brazilian Finance Minister and economists
The International Monetary Fund (IMF), FGV's Brazilian Institute of Economics (IBRE) and FGV's Brazilian School of Economics and Finance (EPGE) will hold the II IMF / FGV International Seminar on Fiscal Policy to discuss the rules and risks of global fiscal policy. The event will take place on the 28th and 29th of April, at FGV in Rio de Janeiro, with the participation of the Brazilian Finance Minister, Nelson Barbosa; the director of the IMF, Vitor Gaspar; the National Treasury Secretary, Otávio Ladeira; the Secretary of Economic Policy, Manuel Pires; and other IMF members and professors and researchers from FGV.
The meeting aims to take stock of the latest advances in concepts of fiscal policy and take into account recent international experience on the subject in order to provide tools for Brazilian economic policy makers and Latin American professionals. During the event international experiences with fiscal policy will be presented and their adaptation and applicability to Brazil will be analyzed by the experts who are participating.
According to José Roberto Afonso, a researcher at the IBRE, the debate is crucial especially given the serious political and economic crisis in Brazil and in emerging markets .
"After the global crisis of 2008/2009, the governments of almost all advanced and larger emerging economies adopted fiscal consolidation programs which included reforms ranging from the tax system to social security and public health, not to mention the creation of independent fiscal institutions. Brazil was one of the few countries not to promote any structural reform however it now has the opportunity to draw many lessons from international experiences in this area" he explains.
The purpose of the meeting is to produce information that can contribute to professionals, mainly Brazilian and Latin policymakers, and to develop consistent and transparent rules in the pursuit of medium and long term fiscal equilibrium, thus minimizing external impacts to the economies of these countries.
Other important names will also participate. Gilbert Terrier and Carlos Mulas-Granados, from the IMF's Department of Fiscal Affairs; Teresa Ter-Minassian, the former director of the IMF's Fiscal Department and currently a consultant for the institution; Mario Person, Deputy Division Chief of the Department of Public Finance at the International Monetary Fund (IMF); Jorge Arbache, head of Economic Advisory to the Ministry of Planning; Mansueto Almeida, an economic adviser; Luiz de Mello, director of Public Governance and Territorial Development at the OECD; Ricardo Martner, coordinator of the Fiscal Area at ECLAC; Fabiana Rodopoulos, general coordinator of Economic and Fiscal Studies / STN; Renato Villela, State Secretary of Finance for São Paulo; and Ana Carla Abram, State Secretary of Finance for Goias.
The seminar will be held on the 28th, from 9am to 5pm, and on the 29th, from 8:30am to 2pm at the FGV Cultural Center located at Praia de Botafogo, 186, in Rio de Janeiro. Please visit the following site to register for free: www.fgv.br/seminario-fiscal.
EAESP launches five specialized professional masters programs for the second semester
FGV's São Paulo School of Business Administration (EAESP) has announced the launch of five new specialized professional masters courses. Four of them are already accepting applicants: Finance and Control; Health Management; Sustainability; and Retail. Applications for the course in Strategic Management and Supply Chain will start in August.
The programs will last 18 months and aim to integrate academic education with practice. Students will have direct contact with FGV's study centers, actively participating in seminars, debates and research.
Students can also put together their own curriculum and take online courses in small groups with students from universities who are members of the Global Network for Advanced Management (GNAM) – a program that brings together more than 28 universities including Yale, Berkeley, IMD and HEC - and can also choose courses in other Masters courses offered by EAESP.
The classes, which start in August, will be fortnightly (evening classes) and Saturdays (full-time). If the student prefers, some of the courses will be offered through the SNOC system - Small Network Online Course, which brings together small groups of students where teachers lead classes across discussions about asynchronous content such as oriented readings, exercises, case studies and recorded lectures with discussions centered on participant learning. At the end of the course, and with the coursework completed, the student will receive a master's degree.
The selection process consists of registration, an evaluation of the submitted documentation and a personal interview for those who live in São Paulo, or via Skype for those who live in other cities.
"EAESP has Brazil's most traditional Research Centers in Administration. We created the professional masters courses as a way to transfer the cutting edge applied academic knowledge produced by these centers and provide training that only a triple accredited institution can provide (AACSB, EFMD-Equis and AMBA). The aim of the course is to bring cutting edge applied academic knowledge, as well as the practice and experience of market professionals, to the participants. The student will also have a professor-tutor to guide his or her choice of disciplines during the period of study" Gilberto Sarfati, the professor and coordinator of these new master's programs, explains.
Interested parties can learn more about the courses and enroll by visiting the program's website.
FGV Energy proposes a debate on the use of nuclear energy in Brazil
FGV Energy will launch the Nuclear Energy Notebook on the 27 th April. The publication seeks to stimulate reflection on a structure of energy planning in which the selection of energy sources takes into account the potential for economic development and income generation of thermal projects without having to give up emissions controls and environmental sustainability.
"Brazil is known for prioritizing the composition of its energy matrix with strong participation from renewable sources, historically through hydroelectric projects with large reservoirs, and more recently with the inclusion of wind and solar sources. However because of environmental issues associated with the potential locations of hydroelectric expansion projects, new plants have not taken into account the flooding of large areas derived from the construction of these reservoirs.
Because of this we have reduced our storage capacity, leaving the country more susceptible to energy supply crises deriving from the variation of hydrological regimes", explains Felipe Gonçalves, educational and research coordinator at FGV Energy.
For this reason the production of nuclear energy should be considered carefully. Two factors make Brazil attractive: the first is that the country is one of the few who have mastered the nuclear fuel cycle and the second is that it has one of the largest uranium reserves in the world.
"Nuclear power is a clean source that does not emit air pollutants or greenhouse gases and is the fourth largest source of the world's electricity used in over 30 countries. This is why it has been highlighted by the Intergovernmental Panel on Climate Change (IPCC) and the International Energy Agency (IEA) as one of the technologies to be considered in emissions reduction initiatives" explains
Renata Hamilton Ruiz, a researcher at FGV Energy.
The Notebook presents the main technical aspects of this technology and how security mechanisms have evolved over time. Issues such as waste storage and accidents occurring in the operation of nuclear power plants in the past are analyzed technically and objectively, with the purpose of informing the public about this energy source and revealing the reality behind the issues that create apprehension with the technology.
An analysis of the global panorama of nuclear energy makes it clear that developing countries like China, India and Russia are investing heavily in nuclear energy, as are already developed countries like the USA, UK and France. On the other hand, aside from the need for large amounts of investment, nuclear plant projects have specific characteristics and risk profiles that make their financing more challenging than other power generation projects, and for this reason, the renewal of the Brazilian Nuclear Program still needs to address questions about the reliability of the technology as well as the legal, institutional and economic aspects presented in the work.
The Nuclear Energy Notebook is the first in a series to be released this year by FGV Energy. The next will be on distributed energy resources, which will be released in early June.
