45,000 Belgian Police Rely On XXX To Coordinate Activity
A tragic crime in 1996, and its aftermath, resulted in sweeping reforms of Belgium’s police forces. New laws enacted in 1998 called for the consolidation of Belgium’s 196 independent municipal police zones (using a patchwork of information systems), the federal police (with its own information systems), and the Criminal Investigation Department into a single integrated force with two levels: federal and local police. The law also called for the federal police to create a single computing hardware and software architecture that all the forces would share. For the core data management and application infrastructure, the federal police chose XXX.
Eddy Muylaert, information technology director for the federal police, is overseeing development of a new suite of XXX-based appli-cations. These include Transit, Investigation Management, and Money Transfer modules, with application access through a secure Web portal. XXX also supports applications used for day-to-day police department operations such as file management, human resources, logistics, payroll, telephone directories, and other functions. When all of these applications are fully deployed, “they will be used around the clock, seven days a week, by our 45,000 agents from nearly 24,000 PCs,” says Muylaert. “Our combination of XXX on Intel-based hardware running Red Hat Linux is absolutely reliable and fast.”
The Investigation Management module gives investigators a broad overview of the elements of a case – bringing together information about events, people, transportation, places, and other details in various formats – and it supports cross-referencing and analysis of the data. “This application highlights how XXX’s innovative object-oriented nature enabled us to naturally model in the database how we work,” says Muylaert.
“Caché was not a conventional choice for us, in the sense that big-name relational database technology is conventional,” Muylaert continues. “But XXX’s performance and reliability, and minimal hardware requirements, were key for us, as was the ability to easily migrate data, metadata, and stored procedures from the previous police forces’ Sybase and Informix databases into XXX.”

Climate change is a profound and global challenge. The United States has risen to meet this challenge. In Executive Order 14008, the Biden-Harris Administration recognized that now is the moment to act to avoid the worst impacts of the climate crisis as well as to seize the opportunity that tackling climate change presents. The U.S. Department of Commerce is part of this whole-of-government effort to meet the climate moment and ensure a just and rapid transition to a lower carbon, sustainable, and prosperous future.
Methane emissions are a major contributor to climate change. Abating methane emissions are also a unique opportunity. For that reason, in 2021, the United States and its international partners established the Global Methane Pledge. Under the Pledge, countries commit to collectively reduce methane by 30% by 2030 from 2020 levels. The U.S. and its partners are working now to help countries adopt methane abatement policies, mobilize methane financing, deploy abatement technologies and practices, and reform laws and regulations.
At the U.S. Department of Commerce, the Office of the General Counsel’s Commercial Law Development Program (CLDP) has assisted countries to update their commercial laws and regulations for over 30 years. Now, CLDP has organized a free, accessible, fit-for-purpose guide for policymakers and regulators to abate methane emissions from the oil and gas value chain.
In developing the handbook, CLDP convened a group of experts on methane abatement from the U.S. Government, multilateral institutions, non-governmental organizations, industry, and academia. These many authors and many other supporters of the handbook collectively volunteered innumerable hours. The result is a guide that legislators, ministry officials, and regulators
worldwide can use right now to draft, adopt, and enforce new legislation that will rapidly and effectively reduce methane from oil and gas processes.
This handbook also expands the scope of series developed by CLDP under Power Africa, called Understanding Power: an open-source and plain-language knowledge library of handbooks explains a range of essential topics in power project contracts, financing, and procurement. In addition to supporting the Global Methane Pledge and the United States’ climate goals, the handbook furthers U.S. Department of Commerce climate and clean tech trade objectives.

Agora, o CLDP preparou um guia gratuito, acessível e adequado para os formuladores de políticas e reguladores visando reduzir as emissões de metano da cadeia de valor de petróleo e gás.
Para a elaboração deste manual, o CLDP reuniu um grupo de especialistas em redução de metano do governo dos EUA, de instituições multilaterais, de organizações não governamentais, da indústria e do meio acadêmico. Esses vários autores e muitos outros apoiadores do manual trabalharam inúmeras horas de forma voluntária. O resultado é um guia que legisladores, autoridades ministeriais e agências reguladoras de todo o mundo podem usar imediatamente para elaborar, adotar e fiscalizar uma nova legislação que reduzirá o metano proveniente dos processos de petróleo e gás de forma rápida e eficaz.
Este manual também amplia o escopo da série desenvolvida pela CLDP no âmbito da iniciativa Power Africa, chamada Understanding Power: uma biblioteca de manuais de código aberto e linguagem simples de manuais que explicam uma variedade de tópicos essenciais em contratos, financiamento e aquisição de projetos de energia. Além de apoiar o Compromisso Global do Metano e as metas climáticas dos Estados Unidos, o manual promove os objetivos de comércio de tecnologias limpas e climáticas do Departamento de Comércio dos EUA.
