Subtle species-specific differences in the numbers or types of progenitor cells or their patterns of cell division (proliferative, neurogenic, or terminal) could have a profound effect on the size and composition of different regions of the CNS. For example, the period of retinal progenitor cell proliferation is extended in the developing owl monkey to produce a larger retina with an increased number of late-born cell types compared with that of retinae in other diurnal primates, thereby making owl monkeys uniquely adapted for low-light nocturnal vision (Dyer et al., 2009). Therefore, changes in progenitor cell proliferation can serve as a foundation for evolutionary change.

Source text - English Located in Misiones Province in the Northeastern tip of Argentina and bordering the Brazilian state of Parana to the north, Iguazú National Park, jointly with its sister park Iguaçu in Brazil, is among the world’s visually and acoustically most stunning natural sites for its massive waterfalls. It was inscribed on the World Heritage List in 1984. Across a width of almost three kilometres the Iguazú or Iguaçu River, drops vertically some 80 meters in a series of cataracts. The river, aptly named after the indigenous term for “great water” forms a large bend in the shape of a horseshoe in the heart of the two parks and constitutes the international border between Argentina and Brazil before it flows into the mighty Parana River less than 25 kilometres downriver from the park. Large clouds of spray permanently soak the many river islands and the surrounding riverine forests, creating an extremely humid micro-climate favouring lush and dense sub-tropical vegetation harbouring a diverse fauna.
In addition to its striking natural beauty and the magnificent liaison between land and water Iguazu National Park and the neighbouring property constitute a significant remnant of the Atlantic Forest, one of the most threatened global conservation priorities. This forest biome historically covering large parts of the Brazilian coast and extending into Northern Argentina and Uruguay, as well as Eastern Paraguay, is known for its extreme habitat and species diversity, as well as its high degree of endemism. With his magnificent Gallic horn of a nose, protruding like a great scalene triangle from beneath his brown kepi, he is a symbolic figure as recognizable as the Eiffel Tower, and almost as tall and inflexible. His very surname means “of Gaul,” and it links his identity firmly to the core national identity, that original semimythic Gaul of antiquity that Julius Caesar so neatly divided in partes tres.
It may come as a surprise, then, to recall that when de Gaulle was finally forced, partly by his own Gallic stubbornness, to leave the presidency in April 1969, he did not simply retreat from Paris to his family home in Colombey-les-Deux-Eglises, in the heart of the Haut-Marne countryside. Most French people of a certain age will recall the very dramatic photographs snapped a few weeks later, among the last official ones ever taken of de Gaulle. They are in the customary black and white of newspaper photographs of that era, and they show him rigid and stiff backed as ever, hatless, dressed in a suit and dark overcoat, walking with a cane along a beach. A bleak gray ocean surf breaks off to his left, symbolic perhaps of his grim state of mind after his fall from power.
What most people will not remember is that the beach was near Heron Cove in West Cork, County Kerry, in the Republic of Ireland. Source text - English DUBAI – As governments across the Middle East try to wean themselves off natural resources and build diversified, resilient economies, they should take some lessons from Dubai. It’s a remarkable story.
In less than a generation, Dubai has transformed itself into a major center for investment, commerce, and high-end culture. Although the 2008 global financial crisis hit the city-state hard (owing to its exposure to inflated real-estate assets), it recovered quickly, as evidenced by its bids for events such as the World Expo 2020.
How Dubai managed not only to survive, but to thrive, in the wake of the crisis warrants closer scrutiny. So, this past summer, I began investigating the so-called Dubai model of resilient growth, and the challenges that may lie ahead for it. As part of my research, I conducted more than 40 in-depth interviews with government officials and business elites, and fleshed out my findings with secondary data sources.
Dubai’s growth and resilience is attributable to its “ABS model” of attraction, branding, and state-led development. Just as a car’s anti-lock braking system prevents it from skidding out of control in dangerous situations, Dubai’s three-prong strategy keeps its development agenda on track, even during economic crises.
With respect to state-led development, Dubai’s approach is typical of Gulf states. Its society adheres to tribal traditions that afford its ruling elite, headed by the royal family, a paternal and omnipotent role in determining the direction and form of economic development. This means that “Dubai, Inc.” can quickly and seamlessly adapt to changing economic circumstances.
Dubai is sometimes called the Singapore of the Desert, because, like Singapore, it has experienced enormous state-directed economic growth, and benefits from proactive, visionary leadership that has turned a small city-state with limited natural resources into an important international entrepôt.
Moreover, Dubai has done a good job of branding itself to attract the foreign investment and labor needed to achieve its growth ambitions. Like New York, Shanghai, and Las Vegas, which have all enhanced their images through architecture, Dubai conveys its innovation-oriented identity through its cityscape and skyline, which has around 150 skyscrapers, more than any other city except New York and Hong Kong.
Dubai also has the first 3D-printed office building, stunning manmade islands, the world’s only (self-proclaimed) “seven-star hotel,” shopping malls combined with aquariums, indoor skiing, and skydiving facilities, and an array of iconic buildings and amusement parks. It also hosts the world’s most expensive horseraces and other lavish sporting events.
Dubai’s brand is further strengthened by its political stability, safety, tolerance, cultural diversity, and high standard of living, which are a draw for skilled expatriates from around the world. Moreover, the emirate appeals to foreign investors with special economic zones that few other states can match.
Two billion people live within a four-hour flight radius of Dubai, so it is unsurprising that it has emerged as a compelling location for visitors and investors alike. As one businesswoman I interviewed put it, “Dubai has all the ingredients of an extremely popular attraction for investors and tourists from around the world,” with “a substantial number of Arab youth aspiring to come and live the ‘Dubai Dream.’”
Dubai has complemented its competitive advantage in attracting high-skill workers and investment with labor policies that also bring in lower-skill foreign workers to power its growth engine. But reliance on foreign workers could run into structural problems down the road. While firms can quickly shed workers during hard times, this then results in labor shortages when conditions improve. Higher-skill workers, in particular, take much longer to attract than to let go.
Another risk is that, while the emirate has enjoyed a long period of political and economic stability, a significant regional upheaval could cause foreign workers, whatever their skill level, to take flight, regardless of the promise of high salaries and an attractive lifestyle. Dubai’s reliance on foreign labor thus threatens its long-term economic capacity to withstand future shocks.
Aware of these potential risks, Dubai’s leadership has just approved a comprehensive plan to overhaul education aimed at developing indigenous human capital. Dubai’s ruler, Sheikh Mohammed Bin Rashid, said that, “We look forward to developing a new generation of students that is equipped to use the tools of the future.”
Educational reforms will likely require a generation or more to bear fruit. Singapore eventually managed to develop a highly skilled base of indigenous talent by making large investments in education and setting completion of post-secondary study as a national priority. The city-state now scores near the top in science and math on international tests.
The ABS model explains Dubai’s economic resilience and its quick recovery after the global financial crisis. But it also helps the emirate adjust its strategy to account for new challenges. Just as a car’s ABS makes it easier for a driver to slow down or change course to avoid dangerous obstacles, Dubai’s state-led development apparatus can realign its attraction and branding activities in accordance with its growth goals and changing circumstances in the Middle East and beyond.
On the other hand, if the government fails to fix its structural problem – under-developed indigenous human capital – it will essentially be driving a more dangerous car, one in which it will become difficult or impossible to avoid obstacles without the wheels locking up.

두바이는 금융위기를 견뎌낸 정도가 아니라 이를 딛고 현재 번성하고 있다. 그 성공비결을 이해하려면 좀 더 가까이 들여다 볼 필요가 있다. 지난 여름 필자가 두바이가 보여준 회복력 있는 성장 모델과 앞으로 두바이가 직면하게 될지 모를 여러 도전과제들에 대한 연구를 시작한 것도 이런 이유에서 이다. 연구 과정에서 필자는 정부 고위 관료 및 재계 인사들과 40회가 넘는 심도 깊은 인터뷰를 수행했고, 그 외 이차적 데이터 소스들로 연구 결과에 살을 붙여 나갔다.
두바이의 성장과 회복력의 원천은 바로 ‘ABS 모델’이다. 여기서 ABS란 끌어당김(Attraction), 이미지 구축(Branding) 그리고 정부 주도형 개발(State-led developmet)의 첫자를 합친 용어이다. 마치 자동차의 브레이크 잠김 방지장치(ABS)처럼, 두바이는 삼면 전략을 통해 그들의 경제 개발 목표의 궤도 이탈을 방지한다. 경제 위기시에도 마찬가지이다.
두바이의 정부 주도형 개발방식은 중동에서는 전혀 새롭지 않다. 두바이는 여전히 부족 전통을 중시하는 사회이다. 이 부족 전통을 통해 로열패밀리(왕실)로 대표되는 지배계층은 경제 개발의 방향과 형태를 결정하는 데 있어 전능한 권능을 부여받게 된다. 이런 이유로 소위 ‘두바이 주식회사’는 경제 상황의 변화에 빠르고 유연하게 대처할 수 있다.
두바이는 종종 사막의 싱가포르라고 불린다. 엄청난 국가 주도형 경제성장을 이루어왔고, 선견지명을 가진 국가 지도자들의 강력한 지도력을 통해 부족한 천연자원을 가진 작은 도시국가에서 세계의 창고로 탈바꿈 했다는 점에서 싱가포르와 유사하다.
또한 두바이는 국가 이미지의 브랜드화를 성공적으로 이루어왔고 이를 통해 그들의 경제성장 목표 달성에 있어 꼭 필요한 외국인 투자와 해외인력을 유치할 수 있었다. 뉴욕, 상하이, 라스베이거스가 건축을 통해 자신들의 이미지를 제고해왔듯, 두바이는 뉴욕과 홍콩 다음으로 많은 약 150여 개의 초고층 건물들이 만들어내는 장엄한 도시경관과 스카이라인을 통해 자국의 혁신 지향적 정체성을 세계에 알려왔다.
세계 최초 3D 프린팅을 통해 건축된 사옥, 입을 다물수 없게 만드는 인공 섬들, 세계 유일의(자칭) 7성급 호텔, 아쿠아리움, 실내 스키장, 스카이다이빙 시설들까지 갖추고 있는 쇼핑몰들, 거기에 두바이를 상징하는 수많은 건물들과 놀이 공원들까지, 이 모든 것들이 바로 두바이에 있다. 또한 세계에서 가장 비싼 경마 대회들과 그 외 수많은 호화로운 스포츠 행사들이 바로 이곳 두바이에서 열린다.
두바이의 정치적 안정, 치안, 관용, 문화적 다양성, 높은 생활수준 등의 다양한 요소들이 두바이의 국가 이미지를 더욱 견고히 하고 있고, 이는 세계 곳곳에 퍼져 살고 있는 숙련된 기술을 가진 두바이 인들에게 귀국의 명분을 제공해주기도 한다. 게다가, 두바이는 다른 국가들은 엄두도 못 낼 수준의 특수 경제 구역을 설정해 외국인 투자자들을 유혹한다.
두바이로부터 비행기로 4시간 반경 안에 거주하는 인구가 20억에 육박한다는 사실을 감안할 때, 이곳이 관광객들과 투자자들 모두에게 있어 최고의 명소 또는 투자처로 떠오르고 있다는 사실은 전혀 놀랍지 않다. 필자가 예전에 인터뷰했던 한 사업가 여성은, “두바이는 세계의 투자자들과 관광객들을 무차별적으로 끌어들이는데 필요한 거의 모든 요소를 다 갖추고 있다”며 “현재 많은 아랍의 젊은이들이 ‘두바이 드림’을 꿈꾸고 있다”라고 덧붙였다.
두바이는 고숙련 인력과 투자 유치에서의 경쟁우위에 더하여, 저숙련 노동자들까지 적극적으로 유치하는 노동 정책을 시행하고 있다. 그러나 외국인 노동자에 대한 지나친 의존은 장래에 구조적 문제들을 야기할 수 있다. 경제 상황이 좋지 않을 때, 기업들은 빠르게 노동자들을 해고할 수 있겠지만, 경제 상황이 개선되면 이는 여지없이 노동력 부족으로 이어지게 될 것이다. 특히 고숙련 인력은 순식간에 쳐낼 수 있을지는 몰라도 다시 유치하려면 그보다 훨씬 더 긴 시간이 필요하다.
또 다른 잠재적 위협은 두바이가 오랜 기간 동안 정치적, 경제적 안정을 유지해왔긴 하지만, 지역적 대격동이 한 번 발생하게 되면 인력대탈출이 발생할 수 있다는 것이다. 고숙련, 저숙련 인력들 모두 떠나려 할 것이다. 높은 임금과 쾌적한 생활환경 보장에도 이들의 마음을 돌리기는 쉽지 않을 것이다. 두바이의 외국인 노동력에 대한 지나친 의존은 두바이가 가진 장기적 관점에서의 경제적 역량을 약화시켜 미래에 혹시 닥쳐올지 모를 경제 위기 상황에 대한 대처능력을 저하시킬 것이다.
이러한 잠재적 위협을 잘 인지하고 있는 두바이의 정치 지도자들은 최근 자국 출신 인력자원의 양성에 중점을 둔 교육분야 개혁을 위한 종합 정책을 승인했다. 두바이 지도자 셰이크 무하마드 빈 라시드는, “우리는 두바이의 학생들과 청년들이 미래 기술과 자원에 대한 적응력을 갖고 이를 적극적으로 활용할 수 있는 능력을 갖출 수 있도록 투자할 것이다”라고 밝힌 바 있다.
교육개혁이 결실을 맺으려면 한 세대 또는 그 이상이 걸리는 것이 보통이다.
싱가포르는 교육분야에 대한 투자를 크게 늘리고 고등교육의 완수를 국가적 해결과제로 천명하면서 결국 내국인으로 구성된 고숙련 인력풀을 양성하는 데 성공했다. 오늘날 싱가포르는 국제 수학, 과학 경진대회에서 거의 최고점을 기록하는 국가로 성장했다.
ABS 모델은 두바이가 세계 금융위기를 어떻게 견뎌낼 수 있었는지, 또 그 이후에 어떻게 그렇게 빨리 회복할 수 있었는지에 대한 우리의 의문에 해답을 제시한다. ABS 모델은 또한 두바이 스스로에게도 앞으로 다가올 새로운 도전 과제들에 대응하기 위해 현재의 전략을 어떻게 수정해나가야 할지에 대한 해답도 제시하고 있다. 자동차 주행 시 위험한 장애물을 만났을 때 ABS가 차의 속도를 줄이거나 방향을 바꾸는 작업을 수월하게 해주듯, 두바이의 국가 주도형 개발 조직은 자국의 인력과 투자 유치활동 및 국가 이미지 구축 사업의 방향을 자국의 성장 목표와 중동을 포함하는 국제사회에서 나타나는 여러 상황 변화에 맞춰 조정해 주는 역할을 할 수 있다. 반대로 만약 두바이 정부가 두바이의 고질적, 구조적 문제인 자국 출신 인적자원의 부족을 해결하지 못한다면, 두바이는 매우 심각한 위험에 직면하게 될 것이다. 마치 주행 중 방향을 바꿀 수 없게 되어 차를 정지시키지 않고서는 장애물을 피할 수 없는 그런 상황 말이다.

Source text - English Now part of this conviction is rooted in my own experience. I'm a Christian, but my father came from a Kenyan family that includes generations of Muslims. As a boy, I spent several years in Indonesia and heard the call of the azaan at the break of dawn and at the fall of dusk. As a young man, I worked in Chicago communities where many found dignity and peace in their Muslim faith.
As a student of history, I also know civilization's debt to Islam. It was Islam -- at places like Al-Azhar -- that carried the light of learning through so many centuries, paving the way for Europe's Renaissance and Enlightenment. It was innovation in Muslim communities that developed the order of algebra; our magnetic compass and tools of navigation; our mastery of pens and printing; our understanding of how disease spreads and how it can be healed. Islamic culture has given us majestic arches and soaring spires; timeless poetry and cherished music; elegant calligraphy and places of peaceful contemplation. And throughout history, Islam has demonstrated through words and deeds the possibilities of religious tolerance and racial equality.
I also know that Islam has always been a part of America's story. The first nation to recognize my country was Morocco. In signing the Treaty of Tripoli in 1796, our second President, John Adams, wrote, "The United States has in itself no character of enmity against the laws, religion or tranquility of Muslims." And since our founding, American Muslims have enriched the United States. They have fought in our wars, they have served in our government, they have stood for civil rights, they have started businesses, they have taught at our universities, they've excelled in our sports arenas, they've won Nobel Prizes, built our tallest building, and lit the Olympic Torch. And when the first Muslim American was recently elected to Congress, he took the oath to defend our Constitution using the same Holy Koran that one of our Founding Fathers -- Thomas Jefferson -- kept in his personal library.
So I have known Islam on three continents before coming to the region where it was first revealed. That experience guides my conviction that partnership between America and Islam must be based on what Islam is, not what it isn't. And I consider it part of my responsibility as President of the United States to fight against negative stereotypes of Islam wherever they appear.
But that same principle must apply to Muslim perceptions of America. Just as Muslims do not fit a crude stereotype, America is not the crude stereotype of a self-interested empire.
